Opportunities and risks are twins. There are few to deny the opportunities of global networks in general and of the Internet in particular. But many fear for the concomitant risks, or what they perceive as a risk. Racist speech, pornography and personality profiling rank highest in public awareness. As a result of a lifetime of incomparably wide-ranging investigations, Aaron Wildavsky concluded that politics in the United States and elsewhere was a patterned activity, exhibiting recurring regularities. Political values, beliefs, and institutions were neither endlessly varied, nor haphazardly organized. They tended to exhibit a limited range of variation, and were organized in discoverable, predictable ways. In Cultural Analysis, the fourth collection of his essays posthumously published by Transaction, Wildavsky argues that American politics, public law, and public administration are the contested terrain of rival, inescapable political cultures.Analysts of American politics distinguish liberals from conservatives and Democrats from Republicans, but do not explain how these categories of political allegiance develop, maintain themselves, or change. Wildavsky offers a cultural-functional explanation for ideological and partisan coherence and realignment. Wildavsky also felt that these dualisms did not adequately capture the ideological and partisan variation he observed on the political landscape. Like others, he detected another recurring strain of political allegiance: that of classical liberalism or libertarianism. People of this political stripe valued freedom more than equality (the primary political value of contemporary liberals), and also more than order, the primary political value of conservatives.The value of Wildavsky's reconceptualization of the ideological and social foundations of political conflict, compromise, and coalition is assessed here by Wildavsky's former colleagues and students at the University of California, Berkeley: Dennis Coyle, Richard Ellis, Robert Kagan, Austin Ranney, and Brendon Swedlow.

Opening to Omnilateralism After a century of western-inspired multi-lateralism, its much criticised 75-years old stronghold, the UN, needs a new narrative: omni-lateralism. The right vehicle is omnibus - for and by all -, firstly, to widen the way for input of more ideas and good practices of non-Western origin, and secondly, to include non-state actors as legitimate stakeholders in global governance. Some trends already signal an opening towards omnilateralism: enhancing global governance in the COP by adding Eastern understanding of cycles in nature to protect the environment (e.g. in circular economies) and a wider appreciation of ‘holism’ beyond the rather linear individualistic thinking of Western societies; also accountable groups of civil society - more trusted than officials driven by narrow national interest - increasingly enrich deliberations about climate change and other global problems that need global solutions. These require East-West and North-South cooperation as currently obvious in the urgent cross-border exchanges among experts to combat the pandemic and save lives and livelihood worldwide. Globalisation has elevated millions out of poverty. However, narrow-minded politicians still claim national ‘sovereignty’ and parochial interests against global solutions for the common good while the Westphalian ‘nation’ is becoming a historic aberration. Almost all governments nowadays claim democracy, but respect for its principles is falling. Democracy must adapt to each level of governance, from local, national, regional to global. More direct democracy may suit the directly informed local stage. The higher the stage and the wider the impact, the more expertise and responsibility with all stakeholders is needed to reach the common global good, i.e. omnilaterally.

their collective action. The more unique the case, the more we need to study it not only to understand the case itself but also to understand the structure and limits of environmentalism in general. We hope that we have been able to show the value of this research strategy. The way we have organized our study is different from the Rootes study (2003). This study emphasizes the importance of different environmental cultures and of political conjunctures in a single country of which different environm- tal groups take advantage. We are not arguing against the fact that branches of environmentalism have features in common across countries (e.g., animal rights and antinuclear movements). However, we would not go as far as the Rootes study. We argue that looking at political conjunctures, even if important, does not tell the whole story. Researchers need to understand the broader context in which political conjunctures and environmental culture operate.
