Presently, Western militaries apply a mix of two distinct types of design thinking, each with a different origin and employing different paradigms, yet most military practitioners remain unaware of this situation. The result is confusion, obfuscation through inappropriate conceptual overlap, and sub-optimal outcomes when overlapping types of design are simultaneously applied to identify and solve operational problems. These two types of design thinking come from different arenas: one has a background in various “civilian” disciplines, and in commerce and industry; the other originates within militaries themselves. This monograph attempts to untangle these two types of design thinking from each other through the provision of a detailed historical account, followed by a paradigmatic analysis of each. This book analyses how digital transformation disrupts established patterns of world politics, moving International Relations (IR) increasingly towards Digital International Relations. This book presents the concept of ‘unstaging’ war as a strategic response to the failure of the discourse and institutions of peace. This failure is explained by exploring the changing character of conflict in current and emergent global circumstances, such as asymmetrical conflicts, insurgencies, and terrorism. Fry argues that this pluralisation of war has broken the binary relation between war and peace: conflict is no longer self-evident, and consequentially the changes in the conditions, nature, systems, philosophies and technologies of war must be addressed. Through a deep understanding of contemporary war, Fry explains why peace fails as both idea and process, before presenting ‘Unstaging War’ as a concept and nascent practice that acknowledges conflict as structurally present, and so is not able to be dealt with by attempts to create peace. Against a backdrop of increasingly tense relations between global power blocs, the beginnings of a new nuclear arms race, and the ever-increasing human and environmental impacts of climate change, a more viable alternative to war is urgently needed. Unstaging War is not claimed as a solution, but rather as an exploration of critical problems and an opening into the means of engaging with them.

This book examines the role of cyber-doom rhetoric in the U.S. cybersecurity debate. For more than two decades, fear of "cyber-doom" scenarios—i.e. cyberattacks against critical infrastructure resulting in catastrophic physical, social, and economic impacts—has been a persistent feature of the U.S. cybersecurity debate. This is despite the fact that no cyberattack has come close to realizing such impacts. This book argues that such scenarios are part of a broader rhetoric of cyber-doom within the U.S. cybersecurity debate, and takes a multidisciplinary approach that draws on research in history, sociology, communication, psychology, and political science. It identifies a number of variations of cyber-doom rhetoric, then places them into a larger historical context, assesses how realistic the fears expressed in such rhetoric are, and finally draws out the policy implications of relying on these fears to structure our response to cybersecurity challenges. The United States faces very real cybersecurity challenges that are, nonetheless, much less dramatic than what is implied in the rhetoric. This book argues that relying on cyber-doom rhetoric to frame our thinking about such threats is counterproductive, and encourages us to develop ways of thinking and speaking about cybersecurity beyond cyber-doom. This book will be of much interest to students of cybersecurity, foreign policy, public administration, national security, and international relations in general.
