Hailing themselves as heirs to the American Revolution, the Tea Party movement staged tax day protests in over 750 US cities in April 2009, quickly establishing a large and volatile social movement. Tea Partiers protested at town hall meetings about health care across the country in August, leading to a large national demonstration in Washington on September 12, 2009. The movement spurred the formation (or redefinition) of several national organizations and many more local groups, and emerged as a strong force within the Republican Party. Self-described Tea Party candidates won victories in the November 2010 elections. Even as activists demonstrated their strength and entered government, the future of the movement's influence, and even its ultimate goals, are very much in doubt. In 2012, Barack Obama, the movement’s prime target, decisively won re-election, Congressional Republicans were unable to govern, and the Republican Party publicly wrestled with how to manage the insurgency within. The Tea Party movement, its sudden emergence and its uncertain fate, provides a challenge to mainstream American politics. It also challenges scholars of social movements to reconcile this new movement with existing knowledge about social movements in America. Unlike previous books on the Tea Party, this work looks at the second phase of party growth to show that what was once considered a monolithic movement is truly a collection of different opinions. Since the Tea Party exploded onto the American political scene, it has matured and changed, but the differences that now exist within the movement are largely unacknowledged. A more nuanced understanding is called for. Previous treatises have sought explanations for the rise of the movement and focused primarily on its early days. This book, in contrast, focuses on understanding the diversity within the party, challenging the notion that the Tea Party is a homogeneous political movement defined mainly by its ultra-conservatism, regionalism, and rigid political orthodoxy. To accurately depict the Tea Party as it exists today, the book explores how the party evolved from its first phase to its second, examining important distinctions in terms of who has joined and who has served in Congress and other offices. Differences in Tea Party organizations around the country are examined and their funding sources considered. The book also explores the political positions taken by Tea Party members, looking at the voting records of party legislators to see if they've adhered to stated movement objectives. Finally, and perhaps most intriguingly, the author speculates on what this all means and suggests possible futures for the diverse Tea Party strands.

Emerging accounts of the Tea Party movement, in line with prevailing structural theories of conservative movements, tend to understand the movement as a defense of privileged positions in social hierarchies. From this perspective, the ideological and moral concerns expressed by conservatives themselves are often reduced to rhetorical cover for underlying structural interests. Drawing on recent developments in the revived sociology of morality, I challenge this reductive position by taking seriously the role of moral sensibilities in motivating and guiding the activism of participants in the Tea Party. To understand the role of morality in the movement, I interviewed approximately 70 grassroots Tea Partiers, professional conservative activists, politicians and candidates for office, and residents of a small municipality where the Tea Party has had a strong influence in local government. I also carried out participant observation at scores of rallies, seminars, conferences, and meetings of grassroots groups in Wisconsin, as well as Washington, D.C., and a few states between these two locations. In addition, I analyzed data from public opinion polls conducted since the emergence of the Tea Party to gain insight into the social characteristics of Tea Party supporters. Based on my analysis, I argue that the Tea Party movement is importantly motivated and shaped by a particular vision of the good society, which I suggest is deeply influenced by the philosophical tradition of republicanism, a tradition emphasizing the corruptibility of human nature, the importance of virtue to the survival of free society, and the corrupting influence of power. While elements of other ideologies influence the movement, republicanism provides a relatively coherent basis for Tea Partiers' opposition to progressivism as well as for their efforts to purify the Republican Party. While I draw attention to the central role of shared sensibilities in guiding the movement, I also argue that the Tea Party is too complex to be reduced to a single explanatory factor, whether it be the pursuit of their notion of the good society or the desire to preserve privileged social positions. In this way, this dissertation contributes to a more nuanced theoretical understanding of conservative movements.

On February 19, 2009, CNBC commentator Rick Santelli delivered a dramatic rant against Obama administration programs to shore up the plunging housing market. Invoking the Founding Fathers and ridiculing "losers" who could not pay their mortgages, Santelli called for "Tea Party" protests. Over the next two years, conservative activists took to the streets and airways, built hundreds of local Tea Party groups, and weighed in with votes and money to help right-wing Republicans win electoral victories in 2010. In this penetrating new study, Harvard University's Theda Skocpol and Vanessa Williamson go beyond images of protesters in Colonial costumes to provide a nuanced portrait of the Tea Party. What they find is sometimes surprising. Drawing on grassroots interviews and visits to local meetings in several regions, they find that older, middle-class Tea Partiers mostly approve of Social Security, Medicare, and generous benefits for military veterans. Their opposition to "big government" entails reluctance to pay taxes to help people viewed as undeserving "freeloaders" - including immigrants, lower income earners, and the young. At the national level, Tea Party elites and funders leverage grassroots energy to further longstanding goals such as tax cuts for the wealthy, deregulation of business, and privatization of the very same Social Security and Medicare programs on which many grassroots Tea Partiers depend. Elites and grassroots are nevertheless united in hatred of Barack Obama and determination to push the Republican Party sharply to the right. The Tea Party and the Remaking of Republican Conservatism combines fine-grained portraits of local Tea Party members and chapters with an overarching analysis of the movement's rise, impact, and likely fate.
