Quarante ans après la création de la Datar, le paysage institutionnel, géographique, sociologique de notre pays a profondément changé : l'intégration et l'élargissement de l'Europe, l'internationalisation de l'économie et maintenant la nouvelle étape de la décentralisation instaurent une nouvelle donne pour l'aménagement et le développement des territoires. Pour contribuer à l'élaboration d'une nouvelle politique, le Premier ministre, Jean-Pierre Raffarin, et le ministre de la Fonction publique, de la Réforme de l'Etat et de l'Aménagement du territoire, Jean-Paul Delevoye, ont installé le 1er octobre 2002 un comité stratégique chargé de formuler des avis et des recommandations. Ce rapport, remis au Premier ministre le 29 janvier 2003, est le résultat des réflexions de ce comité. Composé d'une trentaine de personnalités issues des milieux politiques, économiques, universitaires et de la fonction publique, il a été animé par Nicolas Jacquet, délégué à l'Aménagement du territoire et à l'Action régionale. Il invite à une véritable stratégie de rupture, pour passer d'une politique essentiellement défensive et redistributive, à un aménagement du territoire résolument orienté vers la libération des énergies, la création de valeur ajoutée et de richesses, et la réforme de l'Etat. Les membres du comité stratégique y définissent de nouveaux points d'ancrage pour la politique d'aménagement du territoire et proposent dix orientations pour accompagner la décentralisation, préparer les territoires aux nouvelles dimensions de l'Europe et coproduire l'aménagement du territoire.
