This report presents the latest updates related to food security and nutrition in Europe and Central Asia, including estimates on the cost and affordability of healthy diets. It also explores how governments are supporting the food and agriculture sector and how to repurpose policies and incentives to make healthy diets more affordable and agrifood systems more environmentally sustainable. The new estimates confirm that the prevalence of hunger at chronic or severe levels is relatively low in the ECA region, through the prevalence of food insecurity at moderate or severe levels can be quite high. The region is seeing alarmingly high – and rising – rates of overweight and obesity. The COVID-19 pandemic has added 25.5 million people in the region to the ranks of the moderately or severely food insecure, leaving them without access to safe, nutritious and adequate food. The war in Ukraine has made the situation worse. Almost all ECA subregions are experiencing increased costs and reduced affordability of healthy diets because of higher food prices and lower incomes. This report contains an in-depth analysis of the repurposing of food and agricultural policies to ensure the food systems transformation is better suited to addressing the “triple challenge” of achieving food security and good nutrition for better health, providing livelihoods to farmers and others connected to the sector, and reducing the nature and climate footprint of the sector. This report also reviews complementing policies within and outside of agrifood systems to assess whether repurposing efforts are impactful in the ECA region.

Food loss and waste (FLW) is one of the key areas under SP4 and BN4 as well as the MPI on Resilient Food Systems in RAP. FAO is well positioned as a global knowledge leader on food loss and waste and many of the other regions already have a tailored regional strategy on FLW reduction. In reponse to the last two APRC's as well as in line with the ZHC, and more recently the new FAO Strategic framework, this publication provides a basis for FAO and others to understand the scope and depth of FLW issues, how these can be addressed, including some good practices from Thailand, China and Nepal. As a multidisciplinary publication, it includes strong elements on policy and statistics with FAO as leading a convenor on SDG 12.3 on FLW measurement and reduction, highlights the scope and opportunities for FLW reduction as part of climate change efforts and also in terms of improved nutrition. It builds upon the analysis and advice of the SOFA 2019 on food loss and waste and identifies key pillars for interventions as well as recommendations for the technical as well as policy/decision makers in the Asia Pacific region. It is strongly linked to the FAP Global Programme on food loss and waste being implemented by headquarters.

В данном докладе представлены последние данные о продовольственной безопасности и питании в Европе и Центральной Азии, в том числе оценочные данные о стоимости и экономической доступности здоровых рационов питания. В нем также идет речь об используемых правительствами методах поддержки продовольственного и сельскохозяйственного сектора и способах переориентации мер политики и стимулирования для повышения экономической доступности здорового питания и экологической устройчивости агропродовольственных систем. Новые оценочные данные подтверждают относительно низкий уровень распространенности хронического или острого голода в регионе ЕЦА, однако распространенность умеренного или острого отсутствия продовольственной безопасности может быть довольно высокой. В регионе наблюдается тревожно высокий и растущий уровень избыточного веса и ожирения. В результате пандемии COVID-19 количество людей в регионе, страдающих от умеренного или острого отсутствия продовольственной безопасности, а также лишившихся доступа к достаточному количеству безопасных и питательных продуктов питания, увеличилось на 25,5 млн человек. Война на Украине еще больше усугубила ситуацию. Почти во всех субрегионах ЕЦА из-за роста цен на продукты питания и падения доходов наблюдается рост стоимости и снижение финансовой доступности здоровых рационов питания. В этом докладе подробно анализируется ход переориентации мер продовольственной и сельскохозяйственной политики с тем, чтобы проводимые преобразования продовольственных систем в лучшей степени способствовали решению «тройной задачи» по обеспечению продовольственной безопасности и повышению качества питания для укрепления здоровья, обеспечения фермеров и других занятых в секторе лиц источниками средств к существованию, а также сокращению оказываемого сектором воздействия на природу и климат. В нем также рассматриваются вспомогательные меры политики внутри и за пределами агропродовольственных систем для изучения, насколько эффективны усилия по переориентации в регионе ЕЦА.

The Codex Alimentarius is a collection of international food standards that have been adopted by the Codex Alimentarius Commission. Since 2010, the ECE has been undertaking demand-driven national studies of regulatory and procedural barriers to trade, with a view to: helping countries achieve greater regional and global economic integration; informing donors as to where assistance might be required; and supporting policy discussions within the Steering Committee on Trade Capacity and Standards (previously, the Committee on Trade) and its subsidiary bodies on where additional work is required. This study summarizes the key findings of the seventh study, which focuses on Georgia. It was prepared by the ECE secretariat in close consultation with public and private sector stakeholders. The study integrates the outcome of the stakeholder meeting, which was organized in Tbilisi, Georgia on 23 April 2018 by the Ministry of Economy and Sustainable Development to discuss the initial results and recommendations.
