The United States is accustomed to accepting waves of migrants who are fleeing oppressive conditions and political persecution in their home countries. But in the 1960s and 1970s, the flow of migration reversed as over fifty thousand Americans fled across the border to Canada to resist military service during the Vietnam War or to escape their homeland’s hawkish society. Unguarded Border tells their stories and, in the process, describes a migrant experience that does not fit the usual paradigms. Rather than treating these American refugees as unwelcome foreigners, Canada embraced them, refusing to extradite draft resisters or military deserters and not even requiring passports for the border crossing. And instead of forming close-knit migrant communities, most of these émigrés sought to integrate themselves within Canadian society. Historian Donald W. Maxwell explores how these Americans in exile forged cosmopolitan identities, coming to regard themselves as global citizens, a status complicated by the Canadian government’s attempts to claim them and the U.S. government’s eventual efforts to reclaim them. Unguarded Border offers a new perspective on a movement that permanently changed perceptions of compulsory military service, migration, and national identity.

This study considers the confluence of several conditions that existed in the late 1960s and early 1970s: the Vietnam War, U.S. involvement in it, public opposition to the war, emigration from the United States, and Canada's proximity to the United States. Young American men implicated in the military draft, sympathetic family members, and others discontent with social and political conditions in the United States, often could find opportunities and incentives to leave. Travel literature about Canada and draft advice manuals painted generally positive portrayals of Canada and of immigration there. The study places Americans in the more cosmopolitan world of religion and higher education. Canadian religious organizations had genuine interest in providing assistance to American emigres, but also had political motivations for their charity, hoping to attract the attention of the Canadian public and government with their good deeds. Many men went to Canada, not only to avoid the draft, but also to pursue graduate or professional degrees. Their immigration coincided with a surge in nationalistic pride in Canada, brought on by celebration of the centennial of Canadian nationhood, and a movement by some in Canadian higher education to discourage admission of Americans to Canadian universities out of concern they would bring American sensibilities to Canadian classrooms. Finally this study considers the meaning of citizenship to Vietnam War--era American emigres to Canada. That meaning changed frequently in the 1970s, owing to the lack of tolerance for them by the Richard Nixon administration, and Gerald Ford's conditional clemency and Jimmy Carter's near-unconditional amnesty for their violations of draft and military laws, and reform of Canadian immigration laws. This study places the Vietnam War--era immigration of Americans to Canada into the context of global migration. The more cosmopolitan worldview of young Americans who moved to Canada in the Vietnam War era, located in their connections to grass-roots movements, religious communities, and higher education, combined a profound sense of unboundedness with a willful ignorance of constraints, and demonstrated an original sense of the spaces through and to which they could move.

Recently U.S. media, policymakers, and commentators of all stripes have been preoccupied with the nation’s border with Mexico. Airwaves, websites, and blogs are filled with concerns over border issues: illegal immigrants, drug wars, narcotics trafficking, and “securing the border.” While this is a valid conversation, it’s rarely contrasted with the other U.S. border, with Canada—still the longest unguarded border on Earth. In this fascinating book, originally published in Spain to much acclaim, researcher Íñigo Moré looks at the bigger picture. With a professionally trained eye, he examines the world’s “top twenty most unequal borders.” What he finds is that many of these border situations share similar characteristics. There is always illegal immigration from the poor country to the wealthy one. There is always trafficking in illegal substances. And the unequal neighbors usually regard each other with suspicion or even open hostility. After surveying the “top twenty,” Moré explores in depth the cases of three borders: between Germany and Poland, Spain and Morocco, and the United States and Mexico. The core problem, he concludes, is not drugs or immigration or self-protection. Rather, the problem is inequality itself. Unequal borders result, he writes, from a skewed interaction among markets, people, and states. Using these findings, Moré builds a useful new framework for analyzing border dynamics from a quantitative view based on economic inequality. The Borders of Inequality illustrates how longstanding “multidirectional misunderstandings” can exacerbate cross-border problems—and consequent public opinion. Perpetuating these misunderstandings can inflame and complicate the situation, but purposeful efforts to reduce inequality can produce promising results.
