The monograph `The Future of the European Union' as well as the publication that precedes it `European Integration: Conditions, Essence and Consequences’ have been compiled as part of the project `Quo vadis Unio? a racja stanu Polski' under the DIALOG research programme between 2019 and 2023. It is the result of contributions by Europeanists, political scientists, lawyers, economists, cultural scholars and historians who study the issues of European integration. The content presented in both publications reflects the research outcomes and views of the individual authors. The first of these publications was designed as an attempt to summarise the integration process to date and its legal and institutional dimension, which is the contemporary European Union. The publication ‘The Future of the European Union’ consists of five parts: `The Concepts of Reforms of the European Union', `The Future Modernisation of the Institutional System of the European Union', `Selected EU Policies – Future Prospects', `The European Union – the External Determinants of Further Development', `The Perspectives on the Theoretical Dimension of European Studies'. We hope that the issues raised in this monograph will be of interest to potential readers, especially academics and students interested in European integration issues. Insight into these issues may also be useful to government officials and NGO activists, as well as to a wide audience interested in European issues. Jednym z podstawowych zadań państwa, wynikających z Konstytucji Rzeczypospolitej Polskiej, jest zapewnienie swoim obywatelom szeroko rozumianego bezpieczeństwa, jednej z podstawowych potrzeb człowieka (art. 5 Konstytucji RP)1. Również Polska Strategia Bezpieczeństwa Naro-dowego RP z 2007 roku jednoznacznie stwierdza, że Nadrzędnym celem strategicznym Rzeczypospolitej Polskiej jest zapewnienie korzystnych i bez-piecznych warunków realizacji interesów narodowych poprzez eliminację zewnętrznych i wewnętrznych zagrożeń, redukowanie ryzyka oraz odpo-wiednie oszacowanie podejmowanych wyzwań i umiejętne wykorzystywanie pojawiających się szans2. Cel powyższy może być osiągnięty w wyniku stworzenia spójnych przepisów prawnych, doskonalenia działalności i umie-jętności wszystkich związanych z bezpieczeństwem państwa podmiotów zarówno państwowych jak i społecznych. Dzisiaj bezpieczeństwo pojmo-wane jest w szerszym zakresie i nie obejmuje tylko kwestii militarnych, ale również kwestie polityczne, gospodarcze, techniczne, ekologiczne, społecz-ne oraz humanitarne. Problematyka bezpieczeństwa państwa i człowieka oraz wszelkich za-grożeń, od dłuższego czasu, szczególnie po ataku terrorystycznym, jaki zo-stał dokonany 11 września 2001 roku w Nowym Jorku i Waszyngtonie oraz w wyniku permanentnych zmian klimatycznych, których jesteśmy naocz-nymi świadkami niemal każdego dnia, jest obiektem zainteresowań i badań empirycznych środowiska naukowego i politycznego nie tylko w Polsce ale i na świecie. Bezpieczeństwo jest bardzo mocno związane zarówno z ży-ciem jak i rozwojem człowieka oraz dziejami państw. The book is the result of the National Science Centre’s project entitled ‘Social engineering. Projects of nation-state building and their representation in historiography and historical memory: Croatia, Germany, Poland and Ukraine in the twentieth century’. The project was conducted at the Institute of Political Studies of the Polish Academy of Sciences (PAN). The aim of the participants in the project, developed jointly by the Department of German Studies and the Department of History of Eastern Territories, was to provide a broad perspective on nation-building processes in Central Europe in the nineteenth and twentieth centuries and to determine the place of projects on population policy (social engineering) in these processes. The authors also analyse the role of the memory of these projects in developing nation states in this region of Europe in the second half of the twentieth century and contemporary times. The subjects analysed cover a broad spectrum of issues related to the emergence of modern states, demography, eugenics, racial hygiene, statistics, geography and specific policies – from supporting the birth of preferred groups to genocide. The book concerns both the development of modern societies and the problems of nationalism, racial ideology and the idea of ‘the body of the nation’.

The concept of ‘culture’ is a relatively modern invention. It stems from the Latin term cultura meaning cultivation. Cicero was the first to use this word in a non-agricultural context. In his Tusculanae Disputationes he reflected on the ‘cultivation of the soul’ (cultura animi). Later this term was rarely used in this sense but as of the 17th century more and more authors considered culture an intellectual and not an agricultural phenomenon. Samuel Pufendorf (1632–1694) described culture as a vehicle overcoming natural barbarism. He was followed by German philosophers of culture. Johann Gottfried Herder (1744–1803) argued that human creativity was as important as human rationality and called attention to national cultures. The works of German romantic philosophers were mainly focused on the specificity of the German culture, a factor that was to unite divided German statehoods. At the same time, however, Herder and his followers noticed other national cultures, including first of all those of East and Central Europe. It is therefore noteworthy that the early philosophical reflection on culture was closely connected with the specific traditions of East and Central Europeans.

What is East Central Europe? Can it be defined with any precision? The question of definition is a difficult one as is ussually the case concerning borderlands whose historical developments show little continuity and an uncertain identity born of the conflict between aspirations and reality. It is in East Central Europe that „no peace settlement is ever final, no frontiers are secure and each generation must begin its work anew”. Is there any chance that this definition will become out of date?
