In a campaign for state or local office these days, you’re as likely today to hear accusations that an opponent advanced Obamacare or supported Donald Trump as you are to hear about issues affecting the state or local community. This is because American political behavior has become substantially more nationalized. American voters are far more engaged with and knowledgeable about what’s happening in Washington, DC, than in similar messages whether they are in the South, the Northeast, or the Midwest. The change is significant in part because it works against a key rationale of America’s federalist system, which was built on the assumption that citizens would be more strongly attached to their states and localities. The United States spearheaded the creation of many international organizations and treaties after World War II and maintains a strong record of compliance across several issue areas, yet it also refuses to ratify major international conventions like the UN Convention on the Law of the Sea and the Convention on the Elimination of All Forms of Discrimination Against Women. Why does the U.S. often seem to support international law in one way while neglecting or even violating it in another? The United States and International Law: Paradoxes of Support across Contemporary Issues analyzes the seemingly inconsistent U.S. relationship with international law by identifying five types of state support for international law: leadership, consent, internalization, compliance, and enforcement. Each follows different logics and entails unique costs and incentives. Accordingly, the fact that a state engages in one form of support does not presuppose that it will do so across the board. This volume examines how and why the U.S. has engaged in each form of support across twelve issue areas that are central to 20th- and 21st-century U.S. foreign policy: conquest, world courts, war, nuclear proliferation, trade, human rights, war crimes, torture, targeted killing, maritime law, the environment, and cybersecurity. The United States and Poland adds a new dimension to the scholarship of America's international relations. Piotr Wandycz presents a comprehensive picture of the changing relationships between the United States and Poland over two hundred years. This work is, as Wandycz writes, both a survey and a synthesis. Because he believes that an understanding of the history of Poland is necessary in order to appreciate the complex nature of its involvement with the United States, he provides a thorough analysis of Poland's internal development, concentrating on the twentieth century. He also carefully places American-Polish history in the broader context of changing East-West relations. Finally, he speculates on the future between the two countries as detente unfolds and surprising happenings like the election of a Polish Pope occur. Ultimately, Wandycz acknowledges, the American-Polish relationship has been one-sided, even more so than is normal in contacts between great and small powers.
