Barack Obama’s "rebalancing" or "pivot" strategy, intended to demonstrate continued US commitment to the Asia-Pacific region in a variety of military, economic, and diplomatic contexts, was launched with much fanfare in 2011. Implicit in the new strategy is both a focus on China – engagement with, and containment of – and a heavy reliance by the United States on its existing friends and allies in the region in order to implement its strategy. This book explores the impact of the new strategy on America’s regional friends and allies. It shows how these governments are working with Washington to advance and protect their distinct national interests, while at the same time avoiding any direct confrontation with China. It also addresses the reasons why many of these regional actors harbour concerns about the ability of the US to sustain the pivot strategy in the long run. Overall, the book illustrates the deep complexities of the United States’ exercise of power and influence in the region.

This book examines the nature and consequences of strategic competition between the US and China, which affects the global security landscape and the emerging security architecture across the broader Asia-Pacific region. The author illustrates the evolution of Sino-US security interactions from the anti-Soviet alliance, to temporary marginalization, to eventual strategic competition and examines cases that could potentially escalate into greater conflicts. The analysis offers tantalizing glimpses into both the dangers and promising opportunities presented by this strategic fork in the road, making it of great interest to researchers and scholars in the fields of international relations and security studies.

China's emergence as a global actor has questioned the position of the United States as the strongest power and the future of the Washington-led global order. But achieving the status of a truly global player wielding influence in all dimensions of power would require China, among other things, to leverage its regional influence in Central Asia. This region is increasingly representing China's western leg of economic expansion and development and is of a growing strategic importance for Beijing. It is also a region that should be of greater strategic importance to Washington, which seeks to preserve its leading position in the international system and ensure China's peaceful integration in the global political, security, and economic architecture. The question of future economic and security order in Central Asia is thus of paramount importance to global stability. China is already projecting the strongest economic presence in the region and has the potential to build "comprehensive influence" across economic, cultural, political, military, and security spheres. Just as in the Asia-Pacific, it is the rise of China and its perceived efforts at domination in Central Asia that are driving the reconfiguration of the region's geopolitics and are challenging the U.S. global supremacy, requiring Washington to advance creative economic and military solutions in the heart of Eurasia. To stay relevant globally and regionally, the United States has to pursue a robust, direct, and long-term strategy of engagement in Central Asia. As it seeks to do so, Washington cannot premise its cooperation with other powers in Central Asia on the isolation of China-a global force calling for engagement where beneficial and containment where necessary. Washington should boost military engagement in the region, upgrade its New Silk Road Strategy (NSRS), advance cooperation with key partners, and shape China's global ascendance by leveraging its position in Central Asia. It should consider joining multilateral institutions involving the regional countries and China or seek the creation of new ones to shape China's regional activities. It should link its NSRS with China's "belt" strategy where it benefits the region's development while ensuring multidirectional contours of regional geo-economic forces. It should also start pondering how to leverage its potential strategic relationship with Iran, which links the Middle East with Central and South Asia, and shares growing economic ties with China. Finally, it should develop platforms of cooperation with China in economic and security spheres pertaining to both global and regional affairs. None of these tasks are easy to accomplish. This policy monograph, written in March 2015, sheds light on the crucial forces at work, assesses the possibility and implications of China's hegemony in Central Asia, and highlights the need for Washington to play real politics at the table rather than from across the high seas.

China Rising written by David C. Kang and has been published by Columbia University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2010-01-22 with Political Science categories.

Over the past three decades, China has rapidly emerged as a major regional power, yet East Asia has been more peaceful than at any time since the Opium Wars of 1839-1841. Why has the region accommodated China's rise? David C. Kang believes certain preferences and beliefs are responsible for maintaining stability in East Asia. His research shows that East Asian states have grown closer to China, with little evidence that the region is rupturing. These states see China's rise as advantageous and are willing to defer judgment as to China's wishes and future actions. They believe that a strong China stabilizes East Asia, while a weak China tempts other states to seek control of the region. Kang's provocative work reveals the flaws in contemporary views on China and offers a new understanding of sound U.S. policy in East Asia.

Barring major policy failures, the U.S. military will enjoy unrivaled capabilities in the coming decades. However, a series of megatrends will undermine the U.S. position as the most influential actor while enabling its rivals to move up the ranks fast. The U.S. military should stand ready to harness these dynamics to retain its edge in a recalibrated global operational threat environment and strategic landscape. Otherwise, protecting U.S. interests in a continuously evolving world will be a fruitless enterprise, one that will hasten the perceived U.S. decline as the greatest military power the world has ever known. This monograph helps explore and prepare for the possible and the probable in a transformed world of 2050. Relying on forecasting, scenarios, and wild cards, it envisions the evolution of the megatrends and an emerging operational threat environment and strategic landscape for the U.S. military.
