In the 21st century, as the peoples of the world grow more closely tied together, the question of real transnational government will finally have to be faced. The end of the Cold War has not brought the peace, freedom from atrocities, and decline of tyranny for which we hoped. It is also clearer now that problems like economic risks, tax havens, and environmental degradation arising with global markets are far outstripping the governance capacities of our 20th century system of distinct nation-states, even when they try to work together through intergovernmental agreements and organized bureaucracies of specialists. This work defends a cosmopolitan approach to global justice by arguing for new ways to combine the strengths of democratic nations in order to prevent mass atrocities and to secure other global public goods (GPGs). While protecting cultural pluralism, Davenport argues that a Democratic League would provide a legal order capable of uniting the strength and inspiring moral vision of democratic nations to improve international security, stop mass atrocities, assist developing nations in overcoming corruption and poverty, and, in time, potentially address other global challenges in finance, environmental sustainability, stable food supplies, immigration, and so on. This work will be of great interest to students and scholars of international relations, international organizations, philosophy and global justice.

This book puts forward a new and original idea - that, for the sake of humankind, the countries of the world should share sovereignty. Unless this is done we will not be able to address global threats. These include global warming, poverty, inequality, terrorism, war and conflict, the proliferation of nuclear weapons, the outsourcing of jobs, the instability of the international financial system, the accumulation of power by corporations, the migration of peoples, the depletion of natural resources, the violation of human rights and the spread of pandemics. The first part of the book diagnoses what is wrong with the present system by which the world governs itself. It shows that the United Nations is ineffective and that some states are failing. The author demonstrates that both of these problems stem from the same cause: the world is largely Hobbesian. In other words, humankind is caught up in a 'war of all states against all states'. In the second part the author asks: what can be done? He explores the United Nations. He asks if regional organisations, NATO, the European Union, or the G8 could become a governing body at the global level. Could the United States become an enlightened global hegemon? It is not realistic to expect any of these things to happen. Instead the world needs to create a new organisation. The third part proposes a 'global union of democracies' and outlines its functions, principles and design. It shows how such an organisation could make it possible for us to address the many threats that we are facing.

Critical analyses of how this pragmatism has already functioned in various international organizations are presented as well as a discussion of four models of global democracy: "federalism," "cosmopolitanism," "global corporatism" and "stakeholder democracy." The book is a bold, unique and provocative defense of classical democracy transferred to the global level. Today, students of international politics are learning that global democracy is not feasible. The future is said to belong to the nation-state. Focused on the recently hotly debated topic at the crossroads of various human and social sciences, this book investigates the emergence of the cosmopolitan idea of literature and its impact on the reconfiguration of the European and non-European political spaces. The birthplace of this idea is its designers’ traumatic experience as induced by the disconcerting condition of their abode.The thesis is that the eighteenth and nineteenth century’s cosmopolitan projects that grow out of such deep frustrations trace the twentieth century’s global democracy. This hidden origin of cosmopolitan projects dismantles the usual European representation of modernization as universal progress as myopic. Rather than being a generous action of prominent subjects such as Voltaire, Kant, and Goethe, or Bakhtin, Derrida and Deleuze, cosmopolitanism is an enforced reaction of the instances dispossessed by injury that search for the ways of healing it. Yet as soon as their remedy establishes itself as the ground for universal reconciliation, it risks suppressing other’s trauma, i.e. turns from politics into a police. Articulating the author’s position in the recent debates on the structure of democracy, the epilogue suggests an alternative strategy.
