The Universal Credit pilots (Pathfinders) will begin in the north west of England in April 2013 and full national roll-out is due to start in October 2013. The Government has designed a welfare system which should help ease the transition from benefits to work, but significant concerns remain about the potential impact of the changes on some of the most vulnerable benefit claimants, especially the online claims system and the proposed single monthly payment. The Government needs to reflect on its ambitious implementation timetable. Under Universal Credit, payments to cover the costs of rent will go to the benefit claimant, rather than direct to the landlord. This is a major change and the Committee therefore recommends that, during the initial phases of implementation, claimants who currently have their housing costs paid to their landlord should have the option to continue with this arrangement. The Committee also notes that it has not yet received sufficient evidence to satisfy itself that the Government will achieve its stated aim of ensuring more generous support for the disabled. The Government plans to calculate monthly Universal Credit payments by using information taken from data feeds from HMRC's new Real Time Information (RTI) system though there are concerns about that programme. The Committee, further, recognises that there is likely to be a significant increased demand for advice services during the four-year transition to Universal Credit. The report also comments on closely-related policy areas, including: the conditionality and sanctions regime; passported benefits; localisation of council tax support; localisation of the Social Fund

There remains worrying uncertainty about the new Universal Credit (UC) IT system. This includes how it will work, how much it will cost, and who will develop it. National roll-out of UC was due to begin in October 2013. But problems with IT systems meant that major changes to the implementation timetable were made in July and then again in December 2013. Currently, UC claims are still limited to 10 Pathfinder Jobcentres. New claims are not expected to be extended to the whole of Great Britain until 2016; and the bulk of existing claimants will not move over to UC until 2016-17. Only 4,280 people were claiming Universal Credit by December 2013 and the majority of these claims were of the simplest nature. By comparison, in the same month, 1.22 million people were claiming Jobseekers Allowance. The DWP is developing a new 'end-state solution' for UC IT which will eventually replace the IT system currently in use in the UC Pathfinders. This is costing £25-32 million to develop up to November 2014, with no indication of how much more it will cost in the long-term. The Government has hampered the Committee's scrutiny of UC implementation by not providing accurate, timely and detailed information. And there is a lack of detail on how support for vulnerable people being provided in partnership with local authorities, housing providers and the voluntary sector will operate. Delays to UC implementation mean that local authorities will now administer housing benefit for much longer than anticipated.

The significance, timetable and volume of the proposed welfare reforms should not be underestimated. The changes will see Housing Benefit, currently administered by local authorities, transferring into Universal Credit (UC), to be administered by the Department for Work and Pensions (DWP). Moving in the other direction, Council Tax Benefit and parts of the Social Fund will be replaced with schemes designed and administered by local authorities. This report focuses on implementation and the part that local authorities are playing. It identifies four key areas that will be crucial to the successful implementation of the changes. First, these reforms require close interdepartmental working, particularly between the Department for Communities and Local Government and DWP. Second, the Government needs to work with the Local Government Association to assess the cumulative impact of the entire programme on local authorities' resources. Third, for the simplification of benefits, the Government is switching the payment of housing support from the landlord directly to the claimant. Housing associations may therefore face increased rent arrears and collection costs, though the Government has agreed that this may be offset by excluding "vulnerable" tenants and an automatic switchback mechanism (paying rent to the landlord when a tenant's arrears hit a threshold level). In addition, it is vital that DWP makes good on its assurances that the financial viability of housing associations will not be damaged by the welfare reforms. Fourth, there are concerns about the readiness of ICT systems, specifically that the systems for fraud detection within UC were still at early development even though implementation is now advanced

The Social Security Advisory Committee undertook a public consultation exercise as part of their review of universal credit and related regulations and reported that the majority of respondents were broadly supportive of the Government's ambitions to simplify the benefits system. The Committee made 36 recommendations across six broad themes: overarching issues; self employment; housing; the benefit cap; conditionality and sanctions; and claims and payments. The Government brings forward regulations which address a number of the Committee's concerns and make improvements to the way in which universal credit will operate. These include the detailed arrangements for self-employed people, provisions to pay housing cost support for those living in supported exempt accommodation outside of universal credit, and provisions to provide alternative payment arrangements to support claimants as they move to universal credit. The Government also accepts the Committee's recommendations to monitor and evaluate the impact of the implementation of universal credit. The Department is also assembling an export advisory group to help with the evaluation of universal credit

Law In A Complex State written by Neville Harris and has been published by A&C Black this book supported file pdf, txt, epub, kindle and other format this book has been release on 2014-07-18 with Law categories.

Approximately half of the total UK population are in receipt of one or more welfare benefits, giving rise to the largest single area of government expenditure. The law and structures of social security are highly complex, made more so by constant adjustments as government pursues its often conflicting economic, political and social policy objectives. This complexity is highly problematic. It contributes to errors in decision-making and to increased administrative costs and is seen as disempowering for citizens, thereby weakening enjoyment of a key social right. Current and previous administrations have committed to simplifying the benefits system. It is a specific objective of the Welfare Reform Act 2012, which provides for the introduction of Universal Credit in place of diverse benefits. However, it is unclear whether the reformed system will be either less complex legally or more accessible for citizens. This book seeks to explain how and why complexity in the modern welfare system has grown; to identify the different ways in which legal and associated administrative arrangements are classifiable as 'complex'; to discuss the effects of complexity on the system's administration and its wider implications for rights and the citizen-state relationship; and to consider the role that law can play in the simplification of schemes of welfare. While primarily focused on the UK welfare system it also provides analysis of relevant policies and experience in various other states.

It remains uncertain how the Department for Work and Pensions (DWP) will manage the housing costs element of Universal Credit without increased risks of fraud and error. The Government has stated that an IT system (the Integrated Risk and Intelligence Service (IRIS)) will allow it to cross-check data and provide similar safeguards against fraudulent claims under Universal Credit as are currently operated by local authorities within the Housing Benefit system. However, the National Audit Office found that IRIS was 'missing' from the UC Pathfinders, and it remains unclear how or when DWP will achieve automated access to the range of property data currently available to local authorities. The official estimated benefit fraud rate is 0.7% of total benefits expenditure. The general public's misperception is that it is some 34 times higher. To reduce the risk of confusion or conflation in media reporting, DWP should publish statistics relating to the estimated level of benefit fraud on a separate day from those related to error in the benefits system. Fraud and error rates have plateaued from 2005/06 to 2012/13 and DWP must employ innovative approaches which are aligned with the known risk factors associated with each benefit to achieve reductions. Biometric identity systems could have an important role to play in identity verification processes across government. The Single Fraud Investigation Service (SFIS), which will investigate all social security benefit fraud across DWP, HMRC and local authorities, should be implemented in line with the roll out of Universal Credit.

Reforms to the support provided for housing costs - including the Social Sector Size Criteria (SSSC) (also known as the "Bedroom Tax" and the "Spare Room Subsidy") and the household Benefit Cap are causing financial hardship to vulnerable people who were not the intended targets of the reforms and are unlikely to be able to change their circumstances in response. The SSSC is having a particular impact on people with disabilities who have adapted homes or need a room to hold medical equipment or to accommodate a carer. Anybody living in a home that has been significantly adapted for them should be exempt from the SSSC and all recipients of Carers Allowance where the carer lives with the disabled person should be exempt from the Benefit Cap. The Report further urges the Government to exempt all households that contain a person in receipt of higher level disability benefits (DLA or PIP) from the SSSC. Discretionary Housing Payments (DHPs) are only temporary, and whether or not a claimant is awarded DHP is heavily dependent on where they live because different local authorities apply different eligibility rules. Local authorities often have no option other than to place homeless households in expensive temporary accommodation and claimants can then fall within the scope of the Benefit Cap. Local authorities then often have to pay the shortfall for those affected by the Cap so there is no overall saving to public funds. All households in temporary accommodation should therefore also be exempt from the Benefit Cap.

Broken Benefits written by Sam Royston and has been published by Policy Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-10-25 with Political Science categories.

Britain is going through the most radical upheaval of the benefits system since its foundations were laid at the end of the 1940s. In Broken Benefits, Sam Royston argues that social security isn’t working, and without a change in direction, it will be even less fair in the future. Drawing on original research and high-profile debates, this much-needed book provides an introductory guide to social security, correcting misunderstandings and exposing poorly understood problems. It reveals how some workers pay to take on additional hours; that those who pay national insurance contributions may get nothing in return; that some families can be paid to split apart; and that many people on the lowest incomes are seeing their retirement age rise the fastest. Broken Benefits includes real-life stories, models of household budgets, projections of benefit spending, and a free online calculator showing the impact of welfare changes on personal finances. The book presents practical ideas of how benefits should be reformed, to create a fairer, simpler and more coherent system for the future.

Families And Poverty written by Daly, Mary and has been published by Policy Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015-02-25 with Business & Economics categories.

The recent radical cutbacks of the welfare state in the United Kingdom have kept poverty and income management at the heart of intellectual, public, and policy discourse. This innovative book adds to that conversation, taking as its focus the role and significance of family in the context of poverty and low-income conditions. Based on a micro-level study carried out in 2011 and 2012 with fifty-one families in Northern Ireland, it draws from fresh empirical evidence to offer a new theorization of the relationship between family life and poverty. Different chapters explore such topics as parenting, the management of money, family support, and local engagement. Together, they detail the practices of constructing and managing family life and relationships in circumstances of poverty, making this book of interest to a wide readership including policy makers.
