This book delves into the research-policy nexus as it relates to development in Africa. It does so by examining four country-cases - Botswana, Côte d'Ivoire, Kenya and Zambia - while referring to South Africa as a possible exemplar case. The book reaffirms that the majority of governments in Africa spend less than one per cent of their GDP on research and development (R&D) despite the commitment to raise their research funding levels contained in the Lagos Plan of Action (1980). Hence, reliance on external funding for research persists on the continent. To manage research engagements and public funds, Science Granting Councils (SGCs) have been established. These institutions are held accountable for how public funds are spent and how the research they fund contributes to the advancement of society. To-date, the SGCs and researchers have demonstrated in various ways how funded research contributes to the advancement of society. However, there appear to be differences in opinion amongst key stakeholders in terms of what constitutes research priorities as well as expectations in terms of the returns on research investments made. This book brings to the fore the importance of research and its outcome on societal development, and reveals the stake that African governments hold in the process. The book encourages African governments to show greater commitment to providing funding for research on the continent. This is critical if governments are to assume a lead role in the continent's development agenda. It would also set the stage for partnerships with other stakeholders, including industry and funding organisations. Researchers are also encouraged to work closely with the SGCs to ensure the valorisation of research products for societal benefit. This has a potential to unlock more funding for research in Africa which, in turn, would drive the development of the continent.

Non-state actors’ role extends beyond provision of schooling to interventions at various education levels and influence spheres. Alongside its review of progress towards SDG 4, including emerging evidence on the COVID-19 pandemic’s impact, the 2021/2 Global Education Monitoring Report urges governments to see all institutions, students and teachers as part of a single system. Standards, information, incentives and accountability should help governments protect, respect and fulfil the right to education of all, without turning their eyes away from privilege or exploitation. Publicly funded education does not have to be publicly provided but disparity in education processes, student outcomes and teacher working conditions must be addressed. Efficiency and innovation, rather than being commercial secrets, should be diffused and practised by all. To that end, transparency and integrity in the public education policy process need to be maintained to block vested interests. The report’s rallying call – Who chooses? Who loses? – invites policymakers to question relationships with non-state actors in terms of fundamental choices: between equity and freedom of choice; between encouraging initiative and setting standards; between groups of varying means and needs; between immediate commitments under SDG 4 and those to be progressively realized (e.g. post-secondary education); and between education and other social sectors.

International institutions are essential for tackling many of the most urgent challenges facing the world, from pandemics to humanitarian crises, yet we know little about when they succeed, when they fail, and why. This book proposes a new theory of institutional performance and tests it using a diverse array of sources, including the most comprehensive dataset on the topic. Challenging popular characterizations of international institutions as 'runaway bureaucracies,' Ranjit Lall argues that the most serious threat to performance comes from the pursuit of narrow political interests by states – paradoxically, the same actors who create and give purpose to institutions. The discreet operational processes through which international bureaucrats cultivate and sustain autonomy vis-à-vis governments, he contends, are critical to making institutions 'work.' The findings enhance our understanding of international cooperation, public goods, and organizational behavior while offering practical lessons to policymakers, NGOs, businesses, and citizens interested in improving institutional effectiveness.

A key criterion for judging the success of the Financial Sector Assessment Program (FSAP) is the extent to which the program has enhanced the IMF’s engagement with policymakers and influenced country policies. This reflects the fact that achieving one of the program’s key objectives—reducing the frequency and severity of financial crises—rests on its ability to encourage policy action by country authorities, either directly or through other bilateral and multilateral activities. The “traction” of FSAPs thus reflects the degree to which the program is seen as useful by the authorities and the effect it has in shaping the domestic policy agenda. Italy’s economic expansion after World War Two triggered significant social and cultural change. Secularization accompanied this development and triggered alarm bells across the nation’s immense Catholic community. The Devil and the Dolce Vita is the story of that community – the church of Popes Pius XII, John XXIII and Paul VI, the lay Catholic Action association, and the Christian Democratic Party – and their efforts in a series of culture wars to preserve a traditional way of life and to engage and tame the challenges of a rapidly modernizing society. Roy Domenico begins this study during the heady days of the April 1948 Christian Democratic electoral triumph and ends when pro-divorce forces dealt the Catholics a defeat in the referendum of May 1974 where their hopes crashed and probably ended. Between those two dates Catholics engaged secularists in a number of battles – many over film and television censorship, encountering such figures as Roberto Rossellini, Luchino Visconti, Federico Fellini, and Pier Paolo Pasolini. The Venice Film Festival became a locus in the fight as did places like Pozzonovo, near Padua, where the Catholics directed their energies against a Communist youth organization; and Prato in Tuscany where the bishop led a fight to preserve church weddings. Concern with proper decorum led to more skirmishes on beaches and at resorts over modest attire and beauty pageants. By the 1960s and 1970s other issues, such as feminism, a new frankness about sexual relations, and the youth rebellion emerged to contribute to a perfect storm that led to the divorce referendum and widespread despair in the Catholic camp.
