As a continuation of our award-winning book ‘China's City Cluster Development in the Race to Carbon Neutrality’, this book covers China's major urban changes over the last 30 years. Unlike the previous book, where we highlighted regional development issues, this book explicitly explores the city cases, particularly those that are considered core cities in China. Based on the micro-historical analysis of China's urbanization trend and urban development patterns, we see that cities in China have played a significant role in driving the country's sustainable development agenda. In a way, they have had both positive and negative impacts on achieving sustainable development. We look at these last three decades mainly because, during this period, China's urbanization became unprecedented, the central government made several pledges and signed many international agreements related to sustainable development, and China grew rapidly to become the second global economic power. Aligned with the overarching Belt and Road Initiative (BRI) and the more recent Carbon Neutrality Plan (CNP), Chinese core cities played a significant part in regional development, urban-rural relations, industrial clustering, the development of free trade zones and special economic zones, etc. All these recent developments are due to China's ongoing urbanization and urban development. ‘30 Years of Urban Change in China’s 10 Core Cities’ is a mapping study of China's core cities and their changes over three decades of rapid urbanization, urban growth, and economic development. We explicitly highlight each selected city’s development trends, sustainable development plans, and major strategies. In this Volume (out of our two ‘connected’ volumes), we summarise lessons learnt from all 10 case study examples, and we hope they can be utilized for other developing and rapidly urbanizing nations. We expect this book to be a valuable resource for local governments, authorities, urban planners, urbanists, practitioners, developers, and urban researchers. We trust China is no longer a developing country, and much of these recent progressions are owed to its structured urban development strategies, robust governmental structure, and progressive attitude to growth and development. China’s unprecedented urbanization is underpinned by not only massive rural-urban migration but also a household registration system embedded in a territorial hierarchy that produces lingering urban-rural duality. The mid-1990s onwards witnessed increasing reliance on land revenues by municipal governments, causing repeated redrawing of city boundaries to incorporate surrounding countryside. The identification of real estate as a growth anchor further fueled urban expansion. Sprawling commodity housing estates proliferate on urban-rural fringes, juxtaposed with historical villages undergoing intense densification. The traditional urban core and work-unit compounds also undergo wholesale redevelopment. Alongside large influx of migrants, major reshuffling of population has taken place inside metropolitan areas. Chinese cities today are more differentiated than ever, with new communities superimposing and superseding older ones. The rise of the urban middle class, in particular, has facilitated the formation of homeowners’ associations, and poses major challenges to hitherto state dominated local governance. The present volume tries to more deeply unravel and delineate the intertwining forms and processes outlined above from a variety of angles: circulatory, mobility and precariousness; urbanization, diversity and segregation; and community and local governance. Amid a vast influx of rural migrants into urban areas, China has allowed cities wide latitude in providing education and other social services. While millions of people have been welcomed into the megacities as a source of cheap labor, local governments have used various tools to limit their access to full citizenship. The Urbanization of People reveals how cities in China have granted public goods to the privileged while condemning poor and working-class migrants to insecurity, constant mobility, and degraded educational opportunities. Using the school as a lens on urban life, Eli Friedman investigates how the state manages flows of people into the city. He demonstrates that urban governments are providing quality public education to those who need it least: school admissions for nonlocals heavily favor families with high levels of economic and cultural capital. Those deemed not useful are left to enroll their children in precarious resource-starved private schools that sometimes are subjected to forced demolition. Over time, these populations are shunted away to smaller locales with inferior public services. Based on extensive ethnographic research and hundreds of in-depth interviews, this interdisciplinary book details the policy framework that produces unequal outcomes as well as providing a fine-grained account of the life experiences of people drawn into the cities as workers but excluded as full citizens.
