Prior to publication there had been little study of the political role of women. Gender had been seen only as a background variable in social surveys of political behaviour, and women had rarely been extensively or separately considered. Now, in essays specially written for this volume, first published in 1981, the authors map out the political behaviour of women in twenty ‘industrially developed’ countries, bringing together and analysing contemporary material on a variety of topics, such as voting, standing for public office, entering the political elite, and engaging in political activity outside the formal structures of government. In each chapter the history of women’s political activity is outlined, from the first movements for female suffrage and emancipation to the new political involvement occasioned by the women’s movements of the 1970s. The impact of differing political systems on the experience of women is considered, and some striking similarities and differences are pointed out. It has been generally agreed that women’s participation in politics has been less than that of men, although reasons postulated for this have varied widely. The essays in this book offer further suggestions in this area, while charting a steady increase in activity by women in all political spheres as feminism politicises issues previously restricted to private or male-dominated spheres and women become increasingly concerned to participate in the political process. The authors indicate current trends and explode prevailing myths and the ‘second electorate’, and they suggest future possibilities, both for Political Woman and the Political Science which must take account of feminist political activity. Students of social and political science, readers seeking comprehensive, cross-national coverage of party and election data, and all interested women will find the book to be a mine of information and a rare and readable picture of half the world’s electorate.

Robert G. Moeller is the first historian of modern German women to use social policy as a lens to focus on society's conceptions of gender difference and "woman's place." He investigates the social, economic, and political status of women in West Germany after World War II to reveal how the West Germans, emerging from the rubble of the Third Reich, viewed a reconsideration of gender relations as an essential part of social reconstruction. The debate over "woman's place" in the fifties was part of West Germany's confrontation with the ideological legacy of National Socialism. At the same time, the presence of the Cold War influenced all debates about women and the family. In response to the "woman question," West Germans defined the boundaries not only between women and men, but also between East and West. Moeller's study shows that public policy is a crucial arena where women's needs, capacities, and possibilities are discussed, identified, defined, and reinforced. Inhaltsangabe:Gang der Untersuchung: Die Magisterarbeit beschäftigt sich mit der in der Wahlsoziologie eher vernachlässigten Frage, ob und warum Frauen anders wählen als Männer. Diese Fragestellung ist insofern interessant, als Frauen seit einigen Jahren eine immer wichtigere Zielgruppe für alle politischen Parteien geworden sind. Im theoretischen Teil, der die bisherigen Ergebnisse der Wahlforschung aufarbeitet, wird die These aufgestellt, daß die von Männern differente soziale Situation der Frauen in der Bundesrepublik sich auch auf ihr Wahlverhalten auswirkt, Wahlverhalten also sozialstrukturell determiniert ist. Die Arbeit beschäftigt sich demnach ausführlich mit der Entwicklung der sozialen Situation von Frauen. Neben den strukturellen Erklärungsfaktoren des sozialen Wandels kommt dabei insbesondere die Wertewandeltheorie zum Tragen. Auch die spezifische Situation der Frauen in der DDR bzw. den Neuen Bundesländern, die sich insbesondere in Fragen des Wertewandels deutlich von der Situation in der Bundesrepublik unterscheidet, wird nicht vernachlässigt. Im empirischen Teil der Arbeit werden Rohdaten aus Politbarometer-Umfragen des Jahres 1993 statistisch ausgewertet. Dabei ergeben sich nur wenige strukturelle Unterschiede zwischen Männer- und Frauenwahlverhalten; auffallend sind jedoch die größeren Altersdifferenzen bei Frauen: Frauen höheren Alters unterscheiden sich von jüngeren Frauen im Wahlverhalten deutlicher als Frauen von gleichaltrigen Männern. Dieses Ergebnis führt zum zweiten Hauptteil der Arbeit - der Anwendung des Generationenkonzepts auf das Frauenwahlverhalten. Neu hierbei ist die Entwicklung von politischen Frauengenerationen, die sich durch jeweils spezifisches Wahlverhalten auszeichnen. Das Generationenkonzept, das von einer im Jugendalter erworbenen, stabilen politischen Grundeinstellung und einer daraus folgenden Persistenz des Wahlverhaltens ausgeht, ermöglicht eine Vorhersagbarkeit des Wahlverhaltens in der Zukunft. Die in der Arbeit aufgestellte These lautet hierbei, daß die Unterschiede zwischen den Generationen bei Frauen deutlicher zum Tragen kommen und sich daher auch deutlicher auf das Wahlverhalten auswirken als bei Männern. Diese Erkenntnisse ermöglichen demnach eine genauere Vorhersagbarkeit von zukünftigem Frauenwahlverhalten und können Wahlprognosen erleichtern.
