This book describes and analyzes the choices that Canada, as a Middle Power, has regarding the strategic rivalry between the United States and China. The administrations of Republican Donald Trump and his successor Democrat Joe Biden have taken a hardline stance toward Beijing, which in turn has adopted an increasingly belligerent tone toward Washington. The posture of the United States toward China has put traditional American allies in a difficult position. They must choose whether to join the effort to counter China’s ambitions, support those ambitions or take some intermediate stance. As one of America’s closest and longest-standing allies, Canada must make decisions that will affect its position in the world for the rest of the twenty-first century. The book argues that Canada’s national interests are best served by alignment with the confrontational posture of the United States while at the same time joining the efforts of U.S. allies Japan, India, and South Korea to moderate the thrust of Washington’s Indo-Pacific Strategy in a direction more consistent with multilateralism and the preservation of the rules-based international order. The book has important implications for other U.S. allies, including the member states of the European Union, Organization of American States and Association of Southeast Asian Nations, each of which finds itself caught in the middle between the world’s two greatest powers.

This paper investigates the global economic spillovers emanating from G20 emerging markets (G20-EMs), with a particular emphasis on the comparative influence of China. Employing a Bayesian Global Vector Autoregression (GVAR) model, we assess the impacts of both demand-side and supply-side shocks across 63 countries, capturing the nuanced dynamics of global economic interactions. Our findings reveal that China's contribution to global economic spillovers significantly overshadows that of other G20-EMs. Specifically, China's domestic shocks have significantly larger and more pervasive spillover effects on global GDP, inflation and commodity prices compared to shocks from other G20-EMs. In contrast, spillovers from other G20-EMs are more regionally contained with modest global impacts. The study underscores China's outsized role in shaping global economic dynamics and the limited capacity of other G20-EMs to mitigate any potential negative implications from China's economic slowdown in the near term.

This book charts the way towards a better, repurposed globalization, which it calls ‘reglobalization’, and shows how this can be built, incrementally but realistically, via reforms to the partial and fragile existing structures of global governance. In making this argument, the book firmly rejects the new fashion for a politics of deglobalization, which has appeared of late in both left-wing and right-wing variants. Instead, it suggests that a reformed Group of 20 (G20), for all its current inadequacies, can still provide the critical coordinating function that the management of a process of reglobalization requires. The book argues that globalization is too important to be lost; rather, it needs to be saved from its capture by neoliberalism and rebuilt around different values for a post-neoliberal era. The emergence of global pandemic as an issue only goes to emphasise the necessity, importance and urgency of the reglobalization project. Global policy making is unfurling in distinctive ways above traditional nation-state policy processes. New practices of transnational administration are emerging inside international organizations but also alongside the trans-governmental networks of regulators and inside global public private partnerships. Mainstream policy and public administration studies have tended to analyse the capacity of public sector hierarchies to globalize national policies. By contrast, this Handbook investigates new public spaces of transnational policy-making, the design and delivery of global public goods and services, and the interdependent roles of transnational administrators who move between business bodies, government agencies, international organizations, and professional associations. This Handbook is novel in taking the concepts and theories of public administration and policy studies to get inside the black box of global governance. Transnational administration is a multi-actor and multi-scalar endeavour having manifestations, depending on the policy issue or problems, at the local, urban, sub-regional, sub-national, regional, national, supranational, supra-regional, transnational, international, and global scales.
