Despite calls for the decolonisation of knowledge, scholars who come from conflict-affected societies remained marginalised, excluded from the examination of the politics and impacts of liberal interventionism. This edited volume gives local scholars a platform from which they critically examine different aspects of liberal interventionism and statebuilding in Kosovo. Drawing on situational epistemologies and grounded approaches, the chapters in this book interrogate a wide range of themes, including: the politics of local resistance; the uneven relationship between international statebuilders and local subjects; faking of local ownership of security sector reform and the rule of law; heuristic and practical limits of interventionism, as well as the subjugated voices in statebuilding process, such as minorities and women. The book finds that the local is not antidote to the liberal, and that local perspectives are not monolithic. Yet, local critiques of statebuilding do not seek to generate replicable knowledge; rather they prefer generating situational and context-specific knowledge be that to resolve problems or uncover the unresolved problems. The book seeks to contribute to critical peace and conflict studies by (re)turning the local turn to local scholars who come from conflict-affected societies and who have themselves experienced the transition from war to peace. This book, voted one of the top 10 books of 2020 by International Affairs, is essential reading for students and scholars of peace- and state-building, conflict studies and international relations.

This book examines the logic behind the shifts and paradigm changes within the scholarship on peacebuilding. In particular, the book is concerned with examining if, and how, these shifts have significantly altered how we think about peacebuilding beyond the ‘liberal peacebuilding’ paradigm. To do so, the book engages with the logic of critique that has led to the emergence of different theoretical approaches to peacebuilding, from hands-on institutionalisation, to the ‘local turn’. It uses the case of Kosovo to understand how a lessons-learnt approach facilitated the shift towards more invasive and intrusive forms of peacebuilding first. However, it is also crucial to understanding the recent local turn, as the rise of local ownership discourses in Kosovo is fundamentally tied to the critiques of extensive international missions, and the associated resistance and marginalisation of local agency. The book examines the implications of the framing of ‘everyday’ agency in order to assess the extent to which these bottom-up approaches have been able to by-pass the problems attributed to the liberal peace approach. It argues that despite its critical and radical intentions, the local turn retains certain foundational modernist and positivist qualities that have so far characterised the very mainstream approaches these critiques claim to transcend. This book investigates how states and secessionists seek to resolve questions of de facto control in the aftermath of secessionist wars. This work presents a study of the termination and aftermath of separatist wars, using two in-depth case studies – the Georgia-Abkhazia conflict (1994-2006) and the Serbia-Kosovo conflict (1999-2008) – to develop an empirically grounded theoretical framework to explain state and secessionist strategies for controlling territory and populations in post-war environments. It draws on fieldwork and archival research carried out in Georgia, Abkhazia, Serbia, Kosovo, and the UN archives and presents further evidence to develop and extend the framework using ‘shadow cases’ of the separatist wars in the Caucasus and the Balkans. By focusing on actors’ objectives and their strategies for controlling territory and populations within the constraints and opportunities of a post-war context, this study helps explain what states and secessionists do and why in the critical period after a war ends and helps inform understanding of the formation and trajectories of post-war orders. This study has relevance for international policymakers, with reflections on how the theoretical framework may facilitate conflict analysis and inform policy responses towards protracted armed conflict. This book will be of interest to students of statehood, intra-state conflict and civil wars, international security, and International Relations in general.

This book examines the evolution of liberal peacebuilding in the Balkans since the mid-1990s. After more than two decades of peacebuilding intervention, widespread popular disappointment by local communities is increasingly visible. Since the early 2010s, difficult conditions have spurred a wave of protest throughout the region. Citizens have variously denounced the political system, political elites, corruption and mismanagement. Rather than re-evaluating their strategy in light of mounting local discontent, international peacebuilding officials have increasingly adopted cynical calculations about stability. This book explains this evolution from the optimism of the mid-1990s to the current state through the analysis of three main phases, moving from the initial ‘rise’, to a later condition of ‘stalemate’ and then ‘fall’ of peacebuilding.

This volume provides one of the first comprehensive feminist readings of international statebuilding, with a specific focus on the case of Kosovo. Rather than simply showing how the state in Kosovo is being built by and through women and feminist encounters, this volume is interested to problematise women and feminist subjectivities vis-à-vis the state and statebuilding. The book challenges three main arguments related to the processes and subjects of statebuilding in Kosovo. First, the academic literature on Kosovo has a tendency to take the international intervention of 1999 as the originary point of statebuilding processes in Kosovo. Second, and relatedly, given Kosovo's unprecedented exposure to Western intervention and statebuilding, the majority of works start from the presumption that liberal interventionism in Kosovo (and elsewhere) is normatively more progressive than the previous system, and that the liberal interventionism and statebuilding are naturally gender progressive and gender-equal. The third argument has to do with the existing legal architecture on gender and women’s rights in contemporary Kosovo. The aim of the volume is to, on the one hand, problematise the evidence against the backdrop of everyday manifestations and/or performances of statebuilding and on the other hand interrogate the co-constitutive gender aspect. In terms of methodology, the volume brings together contributions that rely on traditional and multi-sited ethnography, and narrative research rooted in projects and initiatives in Kosovo. This allows the contributors to unearth new and silenced actors, entry points, subjects and subjectivities in processes of and related to statebuilding in Kosovo; feminist frictions and challenges to statebuilding in Kosovo; as well as encounters of heteronormative statebuilding. This book will be of much interest to students of statebuilding, Balkan politics, feminisms, and international relations, in general.
