Daher verdeutlicht dieses Zitat sehr gut, wie schwierig und umfänglich die Problematik einer Organisation zu betrachten ist. Ziel der Arbeit ist es einen kurzen Überblick über das Thema der Organisation zu bieten und im weiteren Verlauf auf bestehende und neue Ansätze und Organisationsstruk-turen einzugehen. Dabei wird der Wandel in der Unternehmensorganisation unter an-derem, durch die sich im Laufe der Zeit immer weiter veränderten und verschiedensten Ansätze und Theorien verdeutlicht. Eine wichtige Rolle hierbei spielt auch die Organi-sationsentwicklung. Im Rahmen der Arbeit soll verdeutlicht werden, dass eine Unternehmensorganisation stetigen Veränderungen und Anpassungen an Umwelteinflüsse unterworfen ist.

Neue Technologien und liberalisierte Marktmechanismen bedingen, dass die organisatorischen Modelle der Unternehmen adaptiert werden müssen. Doch das Durchsetzen von organisatorischen Veränderungen durch unmittelbare Macht in Form von Hierarchie und Befehlsketten kann eine derart massive Wandlung nicht allein bewirken. Verhalten und Einstellungen der Organisationsmitglieder verändern sich nicht auf Anordnung, sondern sind Ergebnis von Lernprozessen, die ihre eigene Geschwindigkeit haben. Gleichzeitig steht für Veränderungsprozesse allerdings immer weniger Zeit zur Verfügung. Daraus ist abzuleiten, dass eine Unternehmung nur überlebt, wenn die Lerngeschwindigkeit ihrer Mitarbeiter und Organisation als Ganzes ebenso groß ist, wie die Änderungsgeschwindigkeit ihrer Umwelt. Um dieses Ziel zu erreichen, muss sich die Unternehmung aber nicht nur an die Veränderungen ihrer Umwelt anpassen, sondern diese Veränderungen auch antizipieren. Aus der Vielzahl an unterschiedlichen Vorstellungen, wie Veränderungsprozesse sinnvoll und effektiv durchzuführen sind, soll in dieser Arbeit der mitar-beiterorientierte Ansatz der Organisationsentwicklung herausgegriffen und thematisiert werden. Unter der Annahme, dass die Überlebensfähigkeit von Unternehmen von ihrer Fähigkeit zu lernen und sich zu verändern abhängig ist, ist es Ziel dieser Arbeit aufzuzeigen, in wie weit die Organisationsentwicklung ein taugliches Mittel zur Veränderung und Entwicklung von Organisationen ist. In Deutschland hat sich in den letzten Jahrzehnten die qualifikationsspezifische Struktur der Arbeitsnachfrage verschoben. Diese Beobachtung ist auf die Tertiarisierung der Wirtschaft zur ckzuf hren. Der Strukturwandel zugunsten der Dienstleistung wird im Wesentlichen durch das Zusammenwirken eines Produktivit ts-Bias und eines Nachfrage-Bias erkl rt, ist aber auch mit Globalisierungstendenzen und neuen Technologien verbunden. Damit stellt sich die Frage, ob in Deutschland berhaupt noch ad quat ausbildet wird. Im Bereich der Dualen Berufsausbildung sind erhebliche Modernisierungsdefizite erkennbar. Diese liegen zum einen in einem Mangel an modernen Berufsbildern und zum anderen in veralteten Inhalten. Zudem erweisen sich dual ausgebildete Fachkr fte mit ihrem hohen Anteil spezifischen Wissens als nicht hinreichend mobil, um dem Strukturwandel am Arbeitsmarkt gewachsen zu sein. Die Folgen sind Mismatch und ein fr hzeitiges Ausscheiden aus der Arbeitswelt.
