Social convergence has gained an equal footing alongside economic convergence as an EU goal in the wake of the economic crisis. This report presents the results of a study into convergence in working conditions, a major component of social policymaking. It examines whether working conditions have improved over the past two decades in the EU as a whole and whether dissimilarities between Member States in this area have narrowed. The study includes analyses of both the trends and drivers of convergence plus expert interview data on two policy instruments that have the potential to promote convergence. Findings indicate upward convergence in working conditions overall, but uneven progress across Member States.

In the wake of an economic crisis that had a very uneven impact on social outcomes across EU Member States, EU leaders and policymakers have come to acknowledge that to make social Europe a reality, social convergence must be given an equal footing to economic convergence in policymaking. In this context, and with rising concern over disparities in the social progress of Member States, Eurofound has established a research strand to provide the evidence on whether and where socioeconomic trends are converging or diverging across countries. This report establishes a conceptual framework to support Eurofound's research on convergence. It develops a methodological strategy to examine convergence and applies it to investigate patterns across the EU in 37 indicators. These encompass four areas of the social domain: employment, working conditions, living conditions and socioeconomic factors. It finds that since the crisis, there has been upward convergence in 23 of the indicators.

The European Pillar of Social Rights is designed to act as a compass for a renewed process of upward convergence among Member States towards better working and living conditions. It is accompanied by a social scoreboard to monitor the progress made by Member States. This policy brief presents the results of an investigation into the upward convergence patterns of the headline indicators of the social scoreboard and the relationship between convergence and the business cycle from 2008 to 2018. The results show that although the economic crisis that engulfed Europe from 2008 slowed down the convergence of Member States on some indicators, upward convergence on several has been restored, including the indicators on employment and risk of poverty. While the analysis uncovers different dynamics of upward convergence for most indicators, some very stable and some more unstable, few indicators still show a downward trend over the decade.

The aim of this Handbook is to produce an interdisciplinary and international benchmark text for anyone wanting to understand job quality. Job quality matters and has long and continually done so, even if the terminology used to describe it has, and continues, to vary. Debate about the future of work and job quality in the twenty-first century centres on the impact of the new digital technologies of the putative fourth industrial revolution. This debate compounds existing concerns about the restructuring of employment and, importantly, a worrying proliferation of poor-quality jobs, often within the context of neo-liberal political-economic hegemony since the early 1980s or the economic crisis that followed the Global Financial Crisis of the late 2000s. Job quality is offered as a solution to challenges such as health, welfare, productivity, innovation, economic competitiveness, democracy and democratic participation, Bildung/cultivation, societal equality, individual and collective quality of life, and environmental sustainability. As job quality is a key factor in addressing these and the other challenges, it needs to be understood in all its complexity in terms of what it affects as well as what affects it. This Handbook draws together into a single volume: first, an explicit focus on job quality both as a significant factor in and of itself and as producing instrumental effects on a range of other processes and outcomes; second, a catalogue of the diverse range of multiple contributions and applications related to job quality; and third, the complexity and multiple interpretations of the concept of job quality. Each chapter provides distinct responses to the question of why job quality matters, coupled to a contention about for whom or for what job quality matters most. The notion that every person living amidst the relative affluence of the rich world has a right to a minimum income enabling social participation, be it frugally and soberly, holds as a fundamental matter of social justice to most people. But how can we make sure that every person has a decent minimum income allowing for a life with dignity in societies rich enough to afford such a right? How can we ensure that minimum income support is cost-effective and compatible with other goals such as promoting work effort, self-reliance, and upward mobility? How can political support for such schemes be fostered and made robust? Zero Poverty Society assesses the current state of minimum income protection in the rich world, building on original empirical analysis. It also engages with debates on topics as diverse as optimal targeting and means-testing, administrative complexity, non-take-up, behavioural economics, the political economy of minimum income protection, and basic income. Marchal and Marx conclude that more adequate poverty prevention is possible, without the costs having to be prohibitive. However, they are sceptical about 'silver-bullet' solutions such as basic income. Adequate minimum income protection is not a matter of getting one scheme or policy right. It is a matter of getting multiple policy levers right, in the right configuration. Incremental, context-conscious expansion is the way forward if we really care about the most vulnerable.
