In the wake of an economic crisis that had a very uneven impact on social outcomes across EU Member States, EU leaders and policymakers have come to acknowledge that to make social Europe a reality, social convergence must be given an equal footing to economic convergence in policymaking. In this context, and with rising concern over disparities in the social progress of Member States, Eurofound has established a research strand to provide the evidence on whether and where socioeconomic trends are converging or diverging across countries. This report establishes a conceptual framework to support Eurofound's research on convergence. It develops a methodological strategy to examine convergence and applies it to investigate patterns across the EU in 37 indicators. These encompass four areas of the social domain: employment, working conditions, living conditions and socioeconomic factors. It finds that since the crisis, there has been upward convergence in 23 of the indicators.

The uneven impact of the 2008-2013 economic crisis on Member States brought upward convergence to the fore in EU political debates. The focus was on orienting social policy towards getting the EU back on track, as encapsulated in the European Pillar of Social Rights. However, the meaning of the concept was unclear. Eurofound filled this gap, defining upward convergence as an improvement in performance alongside a reduction in disparities among Member States in a given socioeconomic indicator. Taking this definition as a starting point, this report illustrates the different ways that upward convergence is typically measured. It also summarises convergence patterns in six important socioeconomic indicators over a decade, from the start of the economic crisis to the height of the recovery. The analysis finds that upward convergence patterns are unstable and that Member States need to strengthen their resilience in the economic and social policy domains to achieve sustainable upward convergence.

The European Pillar of Social Rights is designed to act as a compass for a renewed process of upward convergence among Member States towards better working and living conditions. It is accompanied by a social scoreboard to monitor the progress made by Member States. This policy brief presents the results of an investigation into the upward convergence patterns of the headline indicators of the social scoreboard and the relationship between convergence and the business cycle from 2008 to 2018. The results show that although the economic crisis that engulfed Europe from 2008 slowed down the convergence of Member States on some indicators, upward convergence on several has been restored, including the indicators on employment and risk of poverty. While the analysis uncovers different dynamics of upward convergence for most indicators, some very stable and some more unstable, few indicators still show a downward trend over the decade.

The impact of COVID-19 has moved public health up the EU social policy agenda. As the EU directs its efforts towards establishing a European Health Union to guard against future health crises, this policy brief examines the extent to which the EU achieved upward convergence in terms of health and healthcare outcomes, as well as health expenditures and delivery, prior to the pandemic. It also examines convergence patterns in infections and deaths from COVID-19 and in the mitigating measures adopted by the EU and national governments. The findings indicate that, from 2008 to 2019, the health of EU citizens improved overall, and Member States converged in health outcomes, but disparities in government expenditures and delivery of health services continued to widen. Against this background, the COVID-19 pandemic caused further divergence, with death and infection tolls varying greatly across countries. The policy brief stresses that a European Health Union would ideally not only reinforce the crisis preparedness of the EU but also ultimately enable convergence in health and healthcare indicators across its Member States.
