With easily extractable resources depleting rapidly, global production of uranium is moving to lower-grade and presently considered unconventional resources that can contain relevant amounts of naturally occurring uranium. Processing these resources can require large amounts of energy that could be provided reliably by small modular reactors (SMRs). This publication reports on the findings of an IAEA Coordinated Research Project (CRP) which investigated the use of SMRs for energy neutral mineral processing. It summarizes the results of the CRP and includes 12 case studies conducted by the participating Member States. It is intended to inform future decision makers and other stakeholders.

The Department of Energy has funded a large data collection effort with the purpose of determining the US uranium resources. This Uranium Resource Evaluation (URE) Project required a large data management effort which involved collection, retrieval, processing, display, and analysis of large volumes of data. Uranium mining in the Commonwealth of Virginia has been prohibited since 1982 by a state moratorium, although approval for restricted uranium exploration in the state was granted in 2007. Uranium Mining in Virginia examines the scientific, technical, environmental, human health and safety, and regulatory aspects of uranium mining, milling, and processing as they relate to the Commonwealth of Virginia for the purpose of assisting the Commonwealth to determine whether uranium mining, milling, and processing can be undertaken in a manner that safeguards the environment, natural and historic resources, agricultural lands, and the health and well-being of its citizens. According to this report, if Virginia lifts its moratorium, there are "steep hurdles to be surmounted" before mining and processing could take place within a regulatory setting that appropriately protects workers, the public, and the environment, especially given that the state has no experience regulating mining and processing of the radioactive element. The authoring committee was not asked to recommend whether uranium mining should be permitted, or to consider the potential benefits to the state were uranium mining to be pursued. It also was not asked to compare the relative risks of uranium mining to the mining of other fuels such as coal. This book will be of interest to decision makers at the state and local level, the energy industry, and concerned citizens.

Two rather obvious, but important questions arise in any evaluation of future uranium supply; firstly, one must assess what constitutes a realistic estimate of the total uranium resource base; and, secondly, what proportion of this resource base can be made available at a cost acceptable to the nuclear power industry within a realistic period of time. This paper attempts to show the extent to which technological constraints need to be taken into account in an assessment of future uranium supply. The major types of uranium ores, their mineralogy, and their response to physical and chemical treatment are first reviewed, with special emphasis placed on the interrelationship between the mineralogy of ores and the extraction techniques and flowsheets used in their exploitation. This is followed by an examination of whether the existing technology is likely to prove adequate for future expansions in production from the traditional uranium areas, bearing in mind the likely continued escalation in plant capital and operating costs and the probable steady deterioration of uranium grades in the ores from these areas in the future. Finally, comment is made on the improvements in technology that are likely to be required for the successful exploitation of ores in the new uranium areas, particularly low-grade ores of complex mineralogy.
