This book presents the findings of a three-year study on urban heat in Doha, Qatar, and discusses guidelines and strategies for planning agencies to consider in the context of moderating temperatures to provide pedestrians with greater access to outdoor spaces and greater choice in modes of transport. If modifying urban form can reduce extreme temperatures in one of the hottest places on the planet, then perhaps other communities can learn how to create livable cities during a time of rapid changes to the climate. In fact, despite the periods of extreme heat, strategic planning and management of urban areas can improve residents’ and visitors’ ability to live, work, and move throughout the city comfortably. Doha, Qatar, a city with one of the most extreme climates on earth, has undergone rapid development over the past 40 years. Although cities in the Middle East are expanding at three times the international average (UN Report, 2012), the rapid population and physical growth remain largely unexamined, particularly in terms of the unique conditions, qualities, and characteristics that give rise to these emerging centres. Speed, quality, and extent of urbanization impact neighbourhood-scale environmental conditions, and this book provides evidence that urban forms and materials can help to mediate temporal variation in microclimates and that landscape modifications can potentially reduce temperatures and increase accessibility to outdoor environments. By applying the lessons in this book, communities around the world can better adapt to the increasing frequency, duration and intensity of extreme heat.

This paper discusses the possibilities and constraints for adaptation to climate change in urban areas in low- and middle-income nations. These contain a third of the world's population and a large proportion of the people and economic activities most at risk from sea-level rise and from the heatwaves, storms and floods whose frequency and/or intensity climate change is likely to increase. Section I outlines both the potentials for adaptation and the constraints. Section II discusses the scale of urban change. Section III considers direct and indirect impacts of climate change on urban areas and which nations, cities and population groups are particularly at risk. This highlights how prosperous, well-governed cities could generally adapt, but most of the world's urban population lives in cities or smaller urban centres ill-equipped for adaptation. A key part of adaptation concerns infrastructure and buildings - but much of the urban population in Africa, Asia and Latin America lack the infrastructure to adapt. Most international agencies have long refused to support urban programmes, especially those that address these problems. Section IV discusses innovations by urban governments and community organizations and in financial systems that address such problems, including the relevance of recent innovations in disaster-risk reduction for adaptation. It notes how few city and national governments are taking any action on adaptation. Section V discusses how local innovation in adaptation can be encouraged and supported at national scale, and the funding needed to support this. Section VI considers the mechanisms for financing this and the larger ethical challenges that achieving adaptation raises - especially the fact that most climate-change-related urban (and rural) risks are in low-income nations with the least adaptive capacity, including many that have contributed very little to greenhouse-gas emissions.

Urban climate adaptation currently focusses mainly on hazards but often ignores opportunities which arise in both space and time. Opportunistic Adaptation provides a rationalized approach to mainstream measures for climate adaptation into urban renewal cycles. Adaptation opportunities are identified by projecting the lifespans of urban assets into the future to obtain an operational urban adaptation agenda for the future. Upscaling of the adaptation process is done by synchronizing the end-of-lifecycle of a group of assets to develop adaptation clusters that comprise multiple dwellings, infrastructure as well as public spaces. An extensive catalogue of adaptation measures for different scale-levels ensures flexibility in the type of measures that can be integrated. Sequencing the adaptation measures over long periods of time provides insight and flexibility in the long-term protection standards that can be achieved. By applying a design-centered approach, the potentials of obtaining co-benefits in the urban landscape are maximized. Potentials of clustering of nature-based solutions are being considered which ensures to maximize the delivery of ecosystem services. This research aims to assess \the adaptation potential of Bangkok, based on a case study area (Lat Krabang) by mapping the adaptation opportunities and flood vulnerability. The resulting outputs will contribute to the development of a flexible and inclusive FRM strategy.
