Despite much recent interest in the area of urban governance, little work has been done on the changing ethical standards of urban leaderships, 'governing' institutions or the policing of public life. Yet the issue of ethical standards in public life has become a central concern in contemporary public discourse; with issues of public probity, moral order and personal standards re-emerging as central features of political debate. This volume places these debates into their historical perspective by examining the linkages between processes of 'modernisation', urbanisation and the ethical standards of governance and public life. It considers how ethical debates arise as a result of differential access to positions of authority and from competition for public resources. The contributions are drawn from a wide range of scholarly and disciplinary backgrounds and provide a broad analysis of the phenomenon of corruption, assessing how debates about corruption arose, the narratives used to criticise established modes of public conduct and their consequences for urban leadership.

This book addresses the increasing regionalisation of urban governance and politics in an era of industrialisation, suburbanisation and welfare extension. It provides an important reassessment of the role, structure and activities of urban elites, highlighting their vitality and their interdependence and demonstrating the increasing regionalisation of municipal politics as towns sought to promote themselves, extend services and even expand physically onto a regional level. "The Transformation of Urban Liberalism" re-evaluates the dramatic and turbulent political decade following the 'Third Reform Act', and questions whether the Liberal Party's political heartlands - the urban boroughs - really were in decline. In contrast to some recent studies, it does not see electoral reform, the Irish Home Rule crisis and the challenge of socialism as representing a fundamental threat to the integrity of the party. Instead this book illustrates, using parallel case studies, how the party gradually began to transform into a social democratic organisation through a re-evaluation of its role and policy direction. This process was not one directed from the centre - despite the important personalities of Gladstone and Rosebery - but rather one heavily influenced by 'grass roots politics'. Consequently, it suggests that late Victorian politics was more democratic and open than sometimes thought, with leading urban politicians forced to respond to the demands of party activists. Changes in the structure of urban rule produced new policy outcomes and brought new collectivist forms of New Liberalism onto the political agenda. Thus, it is argued that without the political transformations of the decade 1885-1895, the radical liberal governments of the Edwardian era would not have been possible.

This is a coherent and integrated set of essays around the theme of governance addressing a wide range of questions on the organisation and legitimation of authority. At the heart of the book is a set of topics which have long attracted the attention of urbanists and urban historians all over the world: the growth and reform of urban local government, local-centre relationships, public health and pollution, local government finance, the nature of local social élites and of participation in local government. Approaching these topics through the concept of governance not only raises a series of new questions but also extends the scope of enquiry for the historian seeking to understand towns and cities all over the world in a period of rapid change. Questions of governance must be central to a variety of enquiries into the nature of the urban place. There are questions about the setting of agendas, about when a localised or neighbourhood issue becomes a big city or even national political issue, about what makes a ’problem’. Public health and related matters form a central part of the ’issues’ especially for the British; in North America fire and the development of urban real estate have dominated; in India the security of the colonial government had a prominent place. The historical dynamic of these essays follows the change from the chartered governments of the seventeenth and eighteenth centuries towards the representative regimes of the nineteenth and twentieth. However, such historical change is not regarded as inevitable, and the effects of bureaucratic growth, regulatory regimes, the legitimating role of rational and scientific knowledge as well as the innovatory use of ritual and space are all dealt with at length.

The Persistence of Victorian Liberalism examines the question of where to locate the ideological break between classical liberalism and the underlying principles of the modern Welfare State. While most historians of 19th century Britain argue that such a shift occurred prior to 1900, Haggard challenges the contention that classical liberalism had been so undermined by this point that the modern Welfare State was largely inevitable. He considers the public discussion of progress, poverty, charity, socialism, and social reform, and he concludes that the vast majority of the Victorian middle and upper classes remained wedded to the tenets of classical liberalism up to the close of the century. In contrast to traditional characterizations, Haggard argues that progress, individualism, and character continued to resonate within Victorian society throughout the late Victorian period. Private philanthropy grew increasingly active as a remedy to urban poverty. The London Socialist movement, the New Unionism, the Independent Labour Party, and the New Liberalism, each proponents of socialistic reforms, found themselves marginalized politically. The key to the social debates of the day was the concept of the deserving versus the undeserving poor. Although the deserving might expect some private or public aid, the undeserving were to be punished for their lack of character. Until this notion was overturned, the Welfare State would remain outside the realm of practical politics.
