In this paper I draw upon research I conducted on the atypical power structure and politics of Santa Cruz, California, to assess the similarities and differences between regime theory and growth coalition theory. Central to this comparison is the question of how each theory views the operation of power in urban policy and politics. While the two theories are often considered to be very similar in their conceptual formulations and empirical foci, I maintain that there are key points of divergence between them that derive from the assumptions and principles of political science and sociology, respectively the academic disciplines from which each theory emerges. I argue that while proponents of regime theory and growth coalition theory often express the same normative concerns for increasing social justice in the city, their disparate conceptions of the sources and operation of power lead them to suggest divergent paths to attaining that goal.
