The democratic opening presented by Nigeria's successful transition to civil rule (June 1998 to May 1999) unleashed a host of hitherto repressed or dormant political forces. Unfortunately, it has become increasingly difficult to differentiate between genuine demands by these forces on the state and outright criminality and mayhem. Post-transition Nigeria is experiencing the proliferation of ethnic militia movements purportedly representing, and seeking to protect, their ethnic interests in a country, which appears incapable of providing the basic welfare needs of its citizens.It is against the background of collective disenchantment with the Nigerian state, and the resurgence of ethnic identity politics that this research interrogates the growing challenge posed by ethnic militias to the Nigerian democracy project. The central thesis is that the over-centralization of power in Nigeria 's federal practice and the failure of post-transitional politics in genuinely addressing the "National Question," has resulted in the emergence of ethnic militias as a specific response to state incapacity. The short- and long-term threats posed by this development to Nigeria 's fragile democracy are real, and justify the call for a National Conference that will comprehensively address the demands of the ethnic nationalities.

This book offers a thematic study of key debates in the history of the ethnic politics, democratic governance, and minority rights in Nigeria. Nigeria provides a framework for examining the central paradox in post-colonial nation building projects in Africa – the tension between majority rule and minority rights. The liberal democratic model on which most African states were founded at independence from colonial rule, and to which they continue to aspire, is founded on majority rule. It is also founded on the protection of the rights of minority groups to political participation, social inclusion and economic resources. Maintaining this tenuous balance between majority rule and minority rights has, in the decades since independence, become the key national question in many African countries, perhaps none more so than Nigeria. This book is about the emergence of ombatse, an Eggon ethnic militia in central Nigeria. Ombatse has become an invention by some Eggon people in response to their 'bleak' suffering or 'marginalised' situation in an attempt to effect their 'liberation'. It was initially formed as a political movement but after the outbreak of communal conflict in 2012, it was transformed into an ethnic militia. Ombatse has now become a non-state collective actor that organises violence and the group have been able to overcome the many challenges they have faced, especially raising funds, recruiting members and ensuring that members remain committed.
