Gran parte de la población colombiana vive actualmente en ciudades. Las tendencias muestran que el crecimiento de la población seguirá concentrándose en las áreas urbanas, puesto que favorecen la disminución de la pobreza y ofrecen un mercado mucho más amplio de posibilidades para mejorar sus ingresos y, en consecuencia, su calidad de vida. Sin embargo, dicha tendencia plantea retos importantes en la planeación sostenible de las ciudades, por lo que deberán garantizar la disponibilidad de recursos suficientes para su consumo en condiciones de calidad, bajo la premisa de impactar lo menos posible el entorno natural y no seguir afectando las regiones que sirven de soporte a la infraestructura requerida por las áreas urbanas para su funcionamiento. Es así como este libro, a través de conceptos básicos y experiencias nacionales e internacionales, ilustra a los lectores acerca de la necesidad de masificar un cambio de cultura en las formas de producción urbana y en los patrones culturales de consumo de los habitantes, con el objeto de disminuir la presión sobre las áreas naturales de valor ambiental y de producción agrícola, e introducir cambios en la forma de hacer ciudad, aludiendo a conceptos de desarrollo sostenible con criterios de innovación. El urbanismo, mediante una planeación sostenible, se configura entonces como una oportunidad de consolidar ciudades en armonía con su entorno natural y de gran calidad ambiental para los seres humanos que la habitan.

El objetivo de este trabajo es conocer el alcance real y efectivo del principio de desarrollo urbano sostenible en España, y si el mismo se ha convertido en un urbanismo para una nueva ciudad. Un modelo urbano distinto y mejor que los anteriores, interiorizado por la práctica profesional, los agentes sociales, las administraciones, y la jurisprudencia. La irrupción de la sostenibilidad como nuevo principio central de nuestro urbanismo, viene a sustituir ese modelo expansivo caracterizado por las bajas densidades, la movilidad motorizada individual, la zonificación, o el mito de la liberalización del suelo, por la idea de la ciudad compacta, mixta, diversa, respetuosa con el medio ambiente, y más humana. Estamos ante un nuevo paradigma del urbanismo español para el siglo XXI, sustentado en el bloque ambiental de la Constitución Española de 1978, que supera el concepto de la producción de la ciudad como un factor de desarrollo económico para ser sustituido por un urbanismo sostenible preocupado por dar cumplimento a distintos derechos sociales de los ciudadanos El trabajo se interesa no solo por los aspectos legales de los instrumentos para lograr un desarrollo urbano sostenible, sino también los aspectos sociales, ambientales, económicos y arquitectónicos del modelo. El urbanismo y la ciudad siempre han sido una realidad compleja. Por ello, reflexiona, y se hacen propuestas, sobre algunos de los nuevos retos que debe afrontar el urbanismo. La Agenda Urbana y la ciudad post-COVID19; la gentrificación y turistificación de los centros urbanos y barrios más atractivos; la movilidad como factor determinante de la salud; las nuevas formas de dar cumplimiento al derecho constitucional de acceso a la vivienda, la cohesión e integración social; o la necesidad de evaluar la sostenibilidad de los instrumentos de planeamiento urbanístico y territorial mediante un test de sostenibilidad.

This compact book is designed to make a signal contribution to the sustainable urbanisation agenda through authoritative interventions contextualising, assessing and explaining clearly the relevance and importance of three central characteristics of sustainable towns and cities everywhere, namely that they should be accessible, green and fair. These three terms form key tenets of the work of Mistra Urban Futures (MUF), an international research centre on sustainable urbanisation based in Gothenburg, Sweden, and working through transdisciplinary research platforms there, in Greater Manchester (UK), Cape Town (South Africa) and Kisumu (Kenya). Urban governance and sustainability are rapidly becoming key issues around the world. Currently three billion people - half the population of the planet - live in cities, and by 2050 a full two-thirds of the world's population will be housed in ever larger and increasingly densely populated urban areas. The economic, social and environmental challenges posed by urbanization on such a large scale and at such a rapid pace are staggering for local, regional and national governments working towards sustainability.
