Il entend marquer que les services publics n'ont pas d'autre finalité, que de répondre aux besoins de la collectivité, et que celle-ci a un droit de regard naturel sur la manière dont ils fonctionnent, et les prestations qu'ils proposent. Telle n'était pas la conception d'antan, où les services restaient maîtres du jeu. Le progrès, lié à l'idée de démocratie, consiste à ce que l'on ne puisse plus dire que l'administration régit des administrés. Dans la pratique, il demeure cependant des zones d'ombre. Les lenteurs, les complexités inutiles, l'entêtement, marquent encore - en certains cas - l'action des services, et suscitent de légitimer critiques. Il est vrai que, dans une société compliquée, l'administration ne peut être simple. Elle a cependant le devoir, dans une société démocratique, de s'adapter en permanence aux besoins des citoyens : elle ne pourra y parvenir, qu'en instaurant avec eux de nouveaux modes de relation.
