User-adaptive (or "personalized") systems take individual character istics of their current users into account and adapt their behavior ac cordingly. Several empirical studies demonstrate their benefits in areas like education and training, online help for complex software, dynamic information delivery, provision of computer access to people with dis abilities, and to some extent information retrieval. Recently, personal ized systems have also started to appear on the World Wide Web where they are primarily used for customer relationship management. The aim hereby is to provide value to customers by serving them as individuals and by offering them a unique personal relationship with the business. Studies show that web visitors indeed spend considerably more time at personalized than at regular portals and view considerably more web pages. Personalized sites in general also draw more visitors and turn more visitors into buyers. Personalization therefore would look like a win-win technology for both consumers and online businesses. However, it has a major down side: in order to be able to exhibit personalized behavior, user-adaptive systems have to collect considerable amounts of personal data and "lay them in stock" for possible future usage. Moreover, the collection of information about the user is often performed in a relatively inconspic uous manner (such as by monitoring users' web navigation behavior), in order not to distract users from their tasks.

Many platforms deploy data collected from users for a multitude of purposes. While some are beneficial to users, others are costly to their privacy. The presence of these privacy costs means that platforms may need to provide guarantees about how and to what extent user data will be harvested for activities such as targeted ads, individualized pricing, and sales to third parties. In this paper, we build a multi-stage model in which users decide whether to share their data based on privacy guarantees. We first introduce a novel mask-shuffle mechanism and prove it is Pareto optimal--meaning that it leaks the least about the users' data for any given leakage about the underlying common parameter. We then show that under any mask-shuffle mechanism, there exists a unique equilibrium in which privacy guarantees balance privacy costs and utility gains from the pooling of user data for purposes such as assessment of health risks or product development. Paradoxically, we show that as users' value of pooled data increases, the equilibrium of the game leads to lower user welfare. This is because platforms take advantage of this change to reduce privacy guarantees so much that user utility declines (whereas it would have increased with a given mechanism). Even more strikingly, we show that platforms have incentives to choose data architectures that systematically differ from those that are optimal from the user's point of view. In particular, we identify a class of pivot mechanisms, linking individual privacy to choices by others, which platforms prefer to implement and which make users significantly worse off.

Today's offered services in the World Wide Web increasingly rely on the disclosure of private user information. Service providers' appetite for personal user data, however, is accompanied by growing privacy implications for Internet users. Targeting the rising privacy concerns of users, privacy-enhancing technologies (PETs) emerged. One goal of these technologies is the provision of tools that facilitate more informed decisions about personal data disclosures. Unfortunately, available PET solutions are used by only a small fraction of Internet users. A major reason for the low acceptance of PETs is their lack of usability. Most PET approaches rely on the cooperation of service providers that do not voluntarily adopt privacy components in their service infrastructures. Addressing the weaknesses of existing PETs, this book introduces a user-centric privacy architecture that facilitates a provider-independent exchange of privacy-related information about service providers. This capability is achieved by a privacy community, an open information source within the proposed privacy architecture. A Wikipedia-like Web front-end enables collaborative maintenance of service provider information including multiple ratings, experiences and data handling practices. In addition to the collaborative privacy community, the introduced privacy architecture contains three usable PET components on the user side that support users before, during and after the disclosure of personal data. All introduced components are prototypically implemented and underwent several user tests that guaranteed usability and user acceptance of the final versions. The elaborated solutions realize usable interfaces as well as service provider independence. Overcoming the main shortcomings of existing PET solutions, this work makes a significant contribution towards the broad usage and acceptance of tools that protect personal user data.
