Performance-based funding is a resource distribution strategy used in education to reward service providers for the outcomes they achieve. Institutions that produce above-average results earn additional financing, while those that fall short may face funding reductions and may be targeted for technical assistance to address their performance shortcomings. Efforts to introduce performance-based funding in education frequently encounter resistance from program administrators and their staff, who, among other objections, fear the application of competitive funding may unfairly penalize programs serving low-performing students. This paper describes how performance-based funding systems can be incorporated into state education resource distribution formulas to incentivize improvements in educational services, and presents a seven-step process that RTI has developed to build stakeholder support for system adoption. It draws on RTI’s years of experience working with state education administrators to create funding formulas that allocate federal and state funds—equitably and objectively—to the most effective service providers.

Traditional contracting is primarily transactional, rewarding contractors when deliveries are made or certain process milestones are met. Performance-Based Logistic (PBL) contracting seeks to base contractor incentives on ongoing performance measures to achieve reliability and cost savings. Key to the success of these arrangements are the incentives that align the interests of the customer and the vendor. This report describes the incentives used in PBL contracts, identifies best practices, and provides recommendations for effective incentives going forward. The study team interviewed PBL practitioners including defense-unique contractors, defense-commercial contractors, and experts who are knowledgeable in the government perspective in the United States and abroad. The team supplemented these interviews by analyzing a PBL dataset of U.S. Department of Defense contracts. Of the four identified categories of incentives—time-based, financial, scope, and other—interviews found that time-based incentives stood out for their reliable appeal and relative underuse in the United States.

The Health Results Innovation Trust Fund (HRITF) was created with support from the Governments of Norway and the United Kingdom with the goal of supporting results-based financing (RBF) approaches in the health sector, for achievement of the health-related Millennium Development Goals (MDGs). This report outlines the successes, challenges, and lessons learned over the past five years. HRITF’s portfolio now has 27 country programs around the world. Preliminary results are very promising. We are excited to see the operational data of the programs showing improvements in coverage and quality of maternal and child health services across the different countries. The experience so far indicates that RBF approaches can help to strengthen core health systems, making them more accountable and delivering greater value for money, by shifting the focus from inputs to results. Consistently monitoring program data is enabling us to see variations in performance across facilities, regions and countries, and helps make program adjustments to strengthen implementation and learn about the factors influencing success or failure of programs.
