Esta obra, trata de responder a la interrogante ¿cuál es o ha sido el impacto del Derecho Internacional privado en los mas altos tribunales de justicia mexicano? El autor presenta el usus fori del DIPr, esto es la recepción del DIPr por los tribunales mexicanos. El estudio (una profunda investigación) comprende el periodo que va de 1917, hasta 1999. Compila las 1263 tesis, hasta entonces publicadas. Presenta los datos o elementos mínimos que caracterizan las tesis mexicanas. No es un libro que hable de la ley, sino de cómo los tribunales la han interpretado y resuelto (el enfoque empírico). Analiza cada una de las resoluciones producidas y las examina en el contexto histórico en que se produjeron. No olvida tomar en cuenta los elementos normativos, axiológicos y lógico-formales inmiscuidos en cada resolución. El autor hace una evaluación de las decisiones judiciales y estima que hay una crisis en la toma en consideración del DIPr por parte de los tribunales judiciales mexicanos. El prologuista (José Luis Siqueiros) realza la importancia de la obra como necesaria para quien desee conocer el DIPr mexicano.
