Reinforcement Learning written by Richard S. Sutton and has been published by Springer Science & Business Media this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-12-06 with Computers categories.

Reinforcement learning is the learning of a mapping from situations to actions so as to maximize a scalar reward or reinforcement signal. The learner is not told which action to take, as in most forms of machine learning, but instead must discover which actions yield the highest reward by trying them. In the most interesting and challenging cases, actions may affect not only the immediate reward, but also the next situation, and through that all subsequent rewards. These two characteristics -- trial-and-error search and delayed reward -- are the most important distinguishing features of reinforcement learning. Reinforcement learning is both a new and a very old topic in AI. The term appears to have been coined by Minsk (1961), and independently in control theory by Walz and Fu (1965). The earliest machine learning research now viewed as directly relevant was Samuel's (1959) checker player, which used temporal-difference learning to manage delayed reward much as it is used today. Of course learning and reinforcement have been studied in psychology for almost a century, and that work has had a very strong impact on the AI/engineering work. One could in fact consider all of reinforcement learning to be simply the reverse engineering of certain psychological learning processes (e.g. operant conditioning and secondary reinforcement). Reinforcement Learning is an edited volume of original research, comprising seven invited contributions by leading researchers.

The Information and Communications for Development series looks in depth at how information and communications technologies are affecting economic growth in developing countries. This new report, the fourth in the series, examines the topic of data-driven development, or how better information makes for better policies. The objective is to assist developing-country firms and governments in unlocking the value of the data they hold for better service delivery and decision making and to empower individuals to take more control of their personal data.We are undoubtedly experiencing a data revolution in which our ability to generate, process, and utilize information has been magnified many times over by the machines that we increasingly rely upon. This report is about how the data revolution is changing the behavior of governments, individuals, and firms and how these changes affect the nature of development: economic, social, and cultural. How can governments extract value from data to improve service delivery in the same way that private companies have learned to do for profit? Is it feasible for individuals to take ownership of their own data and to use it to improve their livelihoods and quality of life? Can developing-country firms compete with the internet majors on their own turf and be even more innovative in their use of data to serve local customers better? Though the report is aimed primarily at government policy makers, it also has great relevance for individuals concerned about how their personal data is used and how the data revolution might affect their future job prospects. For private sector firms, particularly those in developing countries, the report suggests how they might expand their markets and improve their competitive edge. For development professionals, the report provides guidance on how they might use data more creatively to tackle long-standing global challenges, such as eliminating extreme poverty, promoting shared prosperity, or mitigatingthe effects of climate change. The report’s chapters explore different themes associated with the supply of data, the technology underlying it, and the demand for it. An overview chapter focuses on government use of data and presentation of definitions. Part I of the report then looks at the “supply side” of the data sector, with chapters on data connectivity and capacity (where data comes from, how it is stored, and where it goes) and data technology (specifically big data analytics and artificial intelligence) and how this is contributing to development. Part II looks at the sector’s “demand side,” with a chapter on people’s use of data and another that examines how firms use digital platforms in the data economy and how that contributes to competitiveness. Part III brings together the policy implications for developing-country stakeholders, with a chapter considering government policies for data, including data protection and privacy. A closing Data Notes appendix looks at statistical indicators associated with the use of data and presents the 2018 update of the Digital Adoption Index (DAI), a composite indicator introduced in the 2016 World Development Report: Digital Dividends.

Learn to use NATS and messaging as a solution for communication between services. The NATS project has been around since 2010, but it has become more popular in recent years due to how well it fits into the paradigm of cloud native applications and microservices architectures. It’s fast becoming a very attractive option thanks to its great performance characteristics--a single server can push millions of messages per second--and overall simple design. First you will learn the fundamentals of NATS, such as its design, protocol and the styles of communications it enables, internals of the NATS clients, and how to use the basic API provided by all the official clients. You will also understand how to setup and configure NATS servers using the configuration file. Next you'll work with real-world projects and see how to develop a production-ready cloud native application using NATS as the control plane over which clients communicate. Finally you’ll learn advanced usage of the NATS clients, such as implementing heartbeats based failure detectors, tracing or collecting multiple responses from a single request. Perhaps you are familiar with REST-style APIs, and want to make the transition into a messaging-based approach instead. Practical NATS is the perfect place to start. What You'll Learn Use NATS to build applications which use it as the control plane for communication among components Explore the fundamentals of NATS such as how the protocol works under the hood to more advanced communication styles which are possible with the basic building blocks provided by the client Setup, operate, and configure NATS servers, as well as how to troubleshoot common failure scenarios Who This Book Is For Anyone looking for a solution for some of the problems which come along with microservices and cloud native application development, such as service discovery, low latency requests, load balancing, tracing and monitoring for example. New Frontiers In Japanese Studies written by Taylor & Francis Group and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2021-12-13 with categories.

Over the last 70 years, Japanese Studies scholarship has gone through several dominant paradigms, from 'demystifying the Japanese', to analysis of Japanese economic strength, to discussion of global interest in Japanese popular culture. This book assesses this literature, considering future directions for research into the 2020s and beyond. Shifting the geographical emphasis of Japanese Studies away from the West to the Asia-Pacific region, this book identifies topic areas in which research focusing on Japan will play an important role in global debates in the coming years. This includes the evolution of area studies, coping with aging populations, the various patterns of migration and environmental breakdown. With chapters from an international team of contributors, including significant representation from the Asia-Pacific region, this book enacts Yoshio Sugimoto's notion of 'cosmopolitan methodology' to discuss Japan in an interdisciplinary and transnational context and provides overviews of how Japanese Studies is evolving in other Asian countries such as China and Indonesia. New Frontiers in Japanese Studies is a thought-provoking volume and will be of great interest to students and scholars of Japanese and Asian Studies.

This landmark volume, edited and introduced by Anand Teltumbde and Suraj Yengde, establishes B.R. Ambedkar as the most powerful advocate of equality and fraternity in modern India. While the vibrant Dalit movement recognizes Ambedkar as an agent for social change, the intellectual class has celebrated him as the key architect of the Indian Constitution and the political establishment has sought to limit his concerns to the question of reservations. This remarkable volume seeks to unpack the radical in Ambedkar's legacy by examining his life work from hitherto unexplored perspectives. Although revered by millions today primarily as a Dalit icon, Ambedkar was a serious scholar of India's history, society and foreign policy. He was also among the first dedicated human rights lawyers, as well as a journalist and a statesman. Critically evaluating his thought and work, the essays in this book-by Jean Drèze, Partha Chatterjee, Sukhadeo Thorat, Manu Bhagavan, Anupama Rao and other internationally renowned names-discuss Ambedkar's theory on minority rights, the consequences of the mass conversion of Dalits to Buddhism, Dalit oppression in the context of racism and anti-Semitism, and the value of his thought for Marxism and feminism, among other global concerns. An extraordinary collection of immense breadth and scholarship that challenges the popular understanding of Ambedkar, The Radical in Ambedkar is essential reading for all those who wish to imagine a new future.
