While neoliberals typically view civil society organizations as vital channels for the implementation of economic and political reforms, they are also inclined to blame the politics of belonging for the poor record of these reforms. Piet Konings rejects such notions and argues that the relationship between civil society and the politics of belonging is more complex in Africa than Western donors and scholars are inclined to admit. He argues that ethno-regional associations and movements are more significant constituents of civil society in Africa than the conventional organizations that are often uncritically imposed or endorsed. He shows how the politics of belonging, so pervasive in Cameroon, and indeed much of Africa, during the current neoliberal economic and political reforms, has tended to penetrate the entire range of associational life, and he calls for a critical re-appraisal of prevalent notions and assumptions about civil society in the interest of African reality.

Les difficultés dont attestent les pourparlers sur la paix quant aux sorties des logiques de guerre sur le continent sont à la mesure de notre incompréhension des violences politiques et de la catastrophe qu'elles génèrent. C'est contre cette répétition des tragédies, toujours revisitées par des drames portés par la parole unique du pouvoir, que la résistance doit s'organiser. Dans les systèmes politiques où la parole du pouvoir s'instaure en verbe total, la politique comme relation spécifique entre les membres de la Cité se trouve détruite. La parole unique du pouvoir accompagne toujours le temps politique de la perpétuation de la violence et de sa gestion ;elle entrave la sortie véritable des logiques de guerre. L'État qui s'est imposé partout sur le continent comme producteur de l'espace national n'a survécu qu'en détruisant la société qu'il était censé sauvegarder. Une société civile est à (re)construire, qui soit à la mesure de la nécessité du vivre ensemble par laquelle la citoyenneté se révèle aux populations enivrées de slogans et de mémoires tronquées. Mais refonder la société, c'est avant toute chose reconquérir la parole, pour libérer le jugement des mensonges d'Etat et de ses logiques meurtrières. Car le temps de la violence est toujours porté par le travail du silence. Rupture-Solidarité : plus qu'une association c'est un réseau de chercheurs, universitaires et militants associatifs, réunis autour des questions touchant à l'Afrique centrale. Initialement engagée dans une réflexion sur les tensions urbaines intercommunautaires survenues après les Conférences nationales, l'association a élargi son champ d'interrogation aux différentes mutations en cours dans cette partie de l'Afrique et aux défis qu'elles soulèvent.
