स्वतन्त्रता से पूर्व भारत में पाँच सौ से अधिक ऐसी रियासतें थीं, जिन पर राजा-महाराजा, नवाब और निज़ाम इत्यादि का राज्य था। बँटवारे से पहले अंग्रेजों ने इन रियासतों को अपना भविष्य स्वयं तय करने की छूट दी थी कि वह अपनी इच्छानुसार भारत या पाकिस्तान का भाग बन सकती थीं। जो रियासतें देश के बीचों-बीच स्थित थीं, उनके पास तो एक ही विकल्प था कि वह दो नये देशों में से उसी का भाग बनें जिसकी सरहदों से वह घिरी हों, पर कश्मीर और जूनागढ़ जैसी कुछ रियासतें सरहद पर होने के कारण दोनों में से किसी एक देश का हिस्सा होने के बारे में सोच-विचार कर सकती थीं। क्षेत्र के अनुसार भारत की सबसे बड़ी रियासत होने और उसके नैसर्गिक सौन्दर्य के लिए सारी दुनिया में विख्यात जम्मू-कश्मीर रियासत पर पाकिस्तान की नज़र शुरू से ही थी। वहाँ पर मुसलमानों का बहुमत होने के कारण क़ायदे-आज़म जिन्ना उसे अपनी जेब में ही रखा समझते थे, किन्तु जम्मू-कश्मीर के महाराजा हिन्दू थे और उन्हें इस बात का पूरा अनुमान था कि पाकिस्तान में विलय होने के बाद उनका अपना और उनकी हिन्दू प्रजा का क्या हश्र होगा। ठकुरसुहाती कहने वाले कुछ सलाहकारों की सलाह से तो महाराजा हरि सिंह कुछ समय के लिए अपने एक स्वतन्त्र देश होने के सपने भी देखते रहे, किन्तु माउंटबेटन की बातचीत से इस बात का स्पष्टीकरण हो गया कि दो नये देशों के बीचों-बीच स्थित होने के कारण उनके स्वतन्त्र रहने की कोई सम्भावना नहीं है।

जम्मू-कश्मीर के प्रमुख राजनीतिक दल प्रजा परिषद् ने पिछली शताब्दी के पाँचवें दशक में राज्य के विभिन्न मुद्दों को लेकर एक ऐतिहासिक आंदोलन चलाया था। इस आंदोलन में हजारों सत्याग्रही कारागार में बंद रहे। पंद्रह सत्याग्रहियों ने पुलिस की गोलियों का शिकार होकर शहादत प्राप्त की। भारतीय जनसंघ के संस्थापक अध्यक्ष डॉ. श्यामा प्रसाद मुकर्जी इसी आंदोलन का समर्थन करते हुए जम्मू-कश्मीर सरकार द्वारा गिरफ्तार किए गए। श्रीनगर की जेल में उनकी रहस्यमय परिस्थितियों में मृत्यु हो गई। प्रजा परिषद् के इस आंदोलन का मुख्य स्वर यह था कि एक ही देश में दो संविधान, दो ध्वज और दो प्रधान नहीं हो सकते हैं। प्रजा परिषद् राज्य में भारतीय संविधान को पूर्ण रूप से लागू करने की प्रबल समर्थक थी। यह प्रजा परिषद् के आंदोलन का ही परिणाम था कि विदेशी शक्तियों के चंगुल में फँस रहे शेख अब्दुल्ला को उन्हीं की पार्टी नेशनल कॉन्फ्रेंस ने त्याग दिया, जिसके कारण उन्हें राज्य के प्रधानमंत्री पद से अपदस्थ करना पड़ा। भारतीय संविधान की अधिकांश धाराएँ जम्मू-कश्मीर में भी लागू की गईं। परंतु प्रजा परिषद् के इस ऐतिहासिक आंदोलन का इतिहास अभी तक लिखा नहीं गया था, और न ही उसका वैज्ञानिक विश्लेषण हुआ था। जम्मू-कश्मीर का यह एक ऐसा अध्याय है, जिसे समझे और जाने बिना राज्य के मनोविज्ञान को नहीं समझा जा सकता। प्रस्तुत ग्रंथ राज्य की उसी अनकही कहानी को प्रकाश में लाने का एक महत्त्वपूर्ण प्रयास है।
