Even in Latin America's most socially and economically stable countries, new parties emerge constantly, old parties collapse, and party systems across the region are notoriously fragile. Still, there are also successful stories. There have been a number of parties in Colombia, Chile, and Venezuela that used to be able to operate well beyond electoral cycles and preserve a significant presence in their respective countries for decades. How do such political parties remain vibrant organizations over time? In Party Vibrancy and Democracy in Latin America, Fernando Rosenblatt sheds new light on how party vibrancy is maintained and reproduced over time in three of the region's more stable countries-Chile, Costa Rica, and Uruguay. Referencing these three "consolidated" democracies with records of good governance, Rosenblatt identifies the complex interaction between four causal factors that can explain party vibrancy: Purpose, Trauma, Channels of Ambition, and Moderate Exit Barriers. "Purpose" activates prospective loyalty among party members. "Trauma" refers to a shared traumatic past which engenders retrospective loyalty. "Channels of Ambition" are established routes by which individuals can pursue political careers. Finally, "Moderate Exit Barriers" are rules that set costs of defection at reasonable levels. When these factors work together throughout a party's "Golden Age," they can demonstrate a link between party organizations´ stability and the quality of democratic representation across Latin America. As Rosenblatt finds, when parties remain vibrant organizations, democracies are better able to withstand challenges long-term. Can foreign donors help build new democracies? In the 1990s, public and private organizations such as USAID and the Soros Foundation poured huge amounts of money and expertise into Russia to help build the dream of a vibrant democratic society. Sarah L. Henderson argues that despite the altruistic intentions of foreign assistance agencies and domestic activists, foreign aid designed to spur civic growth has had unintended consequences. Drawing on extensive field work, survey research, and work experience for several funding agencies in Moscow in the late 1990s, Henderson focuses on donor efforts to support the emerging community of nongovernmental organizations and, in particular, on efforts to build a functioning women's movement in Russia. Her intimate knowledge of Russia's growing NGO community informs a worrisome finding: foreign aid has made a tremendous difference, but not in altogether expected or positive ways. New Russian civic groups serve either the needs of an indigenous clientele or the demands of the foreign aid bureaucracy—but rarely both. Henderson's research and experience show that while aid has kept a fledgling civic community alive, it is a civic community that is disconnected from its own domestic audience. The book suggests that large flows of foreign aid have in some ways damaged the long-term prospects for democratization in Russia.

This book is the first of its kind to offer an understanding, analysis, and prediction of the state of civil society in Bangladesh in relation to development and democracy. It is a research attempt to reveal the paradox found in developing countries like Bangladesh where there are numerous and active civil society organizations (CSOs) that have had almost no influence in consolidating democracy. This book, however, also qualifies the normative assumption on the positive relationship between civil society and democracy asserted by the mainstream neo-Tocquevillean School that has a profound influence on donor policies. Readers are introduced to civil society in Bangladesh from a broad perspective. Rather than confining the analysis to NGOs, chapters explore the origin, nature, and function of both modern and conventional CSOs, which helps to provide a more authentic understanding of the genuine state of civil society in relation to other actors in the political system. Combining survey data analyses and empirical observations with carefully chosen case studies, the book reveals that CSOs participate very actively in social services. This research also reveals that these highly active CSOs in the field of social development lack the necessary attributes for ensuring participation, proper interest articulation and monitoring of the state. Through systematic analysis, the book shows that political structures—and for Bangladesh, particularly political parties—along with vertical social relationships such as clientelism, patronage, nepotism, and corruption have contributed to a non-vigilant civil society in Bangladesh, although it often is spoken of in different terms.
