Es un drama romántico en el que Víctor Hugo critica ferozmente a la monarquía y enfrenta con audacia, la irracionalidad y el salvajismo más absolutos, plasmados en la figura del rey Francisco I, a la cordura y el odio de su bufón, Triboulet.Resuelta en cinco actos y prohibida un día después de su estreno, presenta a un monarca extremadamente superficial, de fiesta en fiesta con sus cortesanos -los mismos a cuyas mujeres seduce y deshonra- y que sólo piensa en fornicar con una súbdita distinta cada noche, aunque para ello haya que secuestrar, sobornar u otorgar títulos nobiliarios. Triboulet, por el contrario, es feo, jorobado, vive amargado por tener que provocar la carcajada de unos seres a los que odia y tan sólo encuentra una razón a su existencia: su hermosa hija Blanca, a la que mantiene aislada y oculta de todo el mundo, educándola en la inocencia, en la fe y en el pudor hasta que el rey posa sus ojos en ella. A partir de allí, se desencadenará la tragedia.

También fue un político e intelectual comprometido e influyente en la historia de su país y de la literatura del siglo XIX. Era hermano de los también escritores Eugène Hugo y Abel Hugo.Ocupa un puesto notable en la historia de las letras francesas del siglo XIX en una gran variedad de géneros y ámbitos. Fue un poeta lírico, con obras como Odas y baladas (1826), Las hojas de otoño (1832) o Las contemplaciones (1856), poeta comprometido contra Napoleón III en Los castigos (1853) y poeta épico en La leyenda de los siglos (1859 y 1877). Fue también un novelista popular y de gran éxito con obras como Nuestra Señora de París (1831) o Los miserables (1862). En teatro expuso su teoría del drama romántico en la introducción de Cromwell (1827) y la ilustra principalmente con Hernani (1830) y Ruy Blas (1838).Su extensa obra incluye también discursos políticos en la Cámara de los Pares, en la Asamblea Constituyente y la Asamblea Legislativa -especialmente sobre temas como la pena de muerte, la educación o Europa-, crónicas de viajes -El Rin (1842) o Cosas vistas, (póstuma 1887 y 1890)-, así como una abundante correspondencia.
