This book explores how capital-labour relations and antagonisms structure forms of militancy in Vietnam and shows that Vietnamese labour militancy is in line with global trends of worker activism. Vietnamese labour politics is undergoing significant changes, with a new Labour code that became law in 2021 allowing workers to join ‘worker representative organisations’ not subordinate to the state-led union or the ruling Communist Party. This book reflects on the nature of Vietnamese labour politics on the cusp of reform. It focuses on nominally formal labour within the garment and footwear industry in the southern part of the country, the author argues that while employment in the formal economy is expanding in terms of the absolute numbers of people working in formally registered firms, capital employs various ways to make conditions inside these companies increasingly insecure. In response, workers organise in forms of decentralised resistance. The book analyses two of these in detail; wildcat strikes and ‘microstrikes’—short collective work stoppages that occur inside workplaces. Arguing that labour resistance is structured in relation to capital’s behaviour, and not only because of weak labour relations institutions and mechanisms, this book makes a valuable contribution to the field of labour and social movement studies, development studies, sociology, and political economy and Southeast Asian Studies.

Over the past decade, app-based driving services like ride-hailing and delivery have become an integral part of business, employment and daily life in Vietnam. This growth, however, has been accompanied by tensions and conflicts between ride-hailing platforms and traditional taxi companies, xe ôm (motorbike taxi drivers), the authorities and the drivers working for these platforms. Most drivers on these services are male and work long hours for low wages. Their working conditions are precarious because platforms classify them as partners rather than employees, denying them basic rights and benefits. Although platforms offer bonuses, organize events to celebrate drivers’ contributions, and provide training courses, these do not address the fundamental exploitation in the employment relationship. The Ministry of Labour, Invalids and Social Affairs (MOLISA) has not taken sufficient action to protect drivers or taken a stance on whether they should be classified as contractors or employees. The Vietnam General Confederation of Labour (VGCL) is working towards securing social protection for drivers and increasing their representation in labour associations. While some members of the VGCL have argued that app-based drivers are actually workers and should be afforded the same rights and benefits as all workers, this is as yet not the formal position of the confederation. Drivers have taken to organizing strikes and protests to demand better treatment from the platforms. Their methods of activism are rooted in both traditional Vietnamese labour activism and global trends of platform protest. The emergence of the gig economy in Vietnam is a challenge to sustainable development. Policymakers and practitioners are called upon to ensure that platform work contributes to improved livelihoods and decent lifestyles for all.

This book is the first ethnography on Vietnam’s contemporary dissident movement. As a country that became known and is still remembered as one of the last remnants of Communist revolutions, Vietnam has managed to lift itself from one of the poorest war-torn post-colonies to one of the fastest growing market economies in Southeast Asia. Yet, while holding on to the legacy of a communist-led liberation movement, the present-day Communist Party of Vietnam (CPV) finds itself subject to political challenges from below. In recent years, dissident voices critical of the party-state's malgovernance over social, economic and environmental issues have mushroomed across classes, generations and provinces. Based on extensive ethnographic data, this book explores distinct political practices and political ideas of Vietnam's dissidents. It examines different anti-capitalist and anti-authoritarian practices of democracy, labour, peasant and religious activists and reveals that anti-capitalist and anti-authoritarian practices are—at times—motivated by nationalist, anti-communist and statist ideas and ideologies. Understanding this dissonance between political practices and political ideas within the context of global capitalism and coloniality lies at the heart of this book.

COVID-19 has presented huge challenges to governments, businesses, civil societies, and people from all walks of life, but its impact has been highly variegated, affecting society in multiple negative ways, with uneven geographical and socioeconomic patterns. The crisis revealed existing contradictions and inequalities in society, compelling us to question what it means to return to “normal” and what insights can be gleaned from Southeast Asia for thinking about a post-pandemic world. In this regard, this edited volume collects the informed views of an ensemble of social scientists – area studies, development studies, and legal scholars; anthropologists, architects, economists, geographers, planners, sociologists, and urbanists; representing academic institutions, activist and charitable organisations, policy and research institutes, and areas of professional practice – who recognise the necessity of critical commentary and engaged scholarship. These contributions represent a wide-ranging set of views, collectively producing a compilation of reflections on the following three themes in particular: (1) Urbanisation, digital infrastructures, economies, and the environment; (2) Migrants, (im)mobilities, and borders; and (3) Collective action, communities, and mutual action. Overall, this edited volume first aims to speak from a situated position in relevant debates to challenge knowledge about the pandemic that has assigned selective and inequitable visibility to issues, people, or places, or which through its inferential or interpretive capacity has worked to set social expectations or assign validity to certain interventions with a bearing on the pandemic’s course and the future it has foretold. Second, it aims to advance or renew understandings of social challenges, risks, or inequities that were already in place, and which, without further or better action, are to be features of our “post-pandemic world” as well. This volume also contributes to the ongoing efforts to de-centre and decolonise knowledge production. This book analyses India’s trade policy evolution in the last two decades in the broad context of trends and patterns in global trade and in particular, with reference to the emergence of global value chains (GVCs). Through an in-depth analysis of its trade policy evolution in the 2000s, the author explains India’s limited share of global merchandise trade, especially manufacturing trade and relatively low GVC integration. The book discusses India’s trade policy, pattern and global trade participation not just in the comparative context of China as is true of most analyses relating to the Indian economy, economic reforms and trade liberalization in India but also in the context of regional economies like Vietnam, Thailand, Malaysia, Bangladesh and other emerging market economies (EMEs) that have successfully integrated with GVCs/ RVCs in the period under reference. Progress and nature of India’s value chain participation relative to other economies has been evaluated in this context.
