This book focuses on achieving a better understanding of the implications of international migration for national development from the perspective of the sending countries (with an emphasis on sub-Saharan Africa). More specifically, the purpose of this volume is to explore (1) current perceptions - as seen from the perspective of the countries of origin - of the links between international migration and national development, and (2) current trends in policy making aimed at minimising the negative effects, while optimising the development impact. What are the dominant views and policy initiatives in the different countries of sub-Saharan Africa? It is concerned with the question of how a coherent international migration policy can contribute to the fight against poverty. In the book, update information is given of migration-development nexus in various countries, including Senegal and Burkina Faso, Botswana and Mozambique, Nigeria and Kenya . Attention is additionally paid to Mexico, the Philippines and the People's Republic of China.

The World Bank insists that the urban share of sub-Saharan Africa's population is rapidly increasing - this study shows that in many countries this is no longer true as migration strategies have adapted in response to economic andpolitical change. Circular migration, whereby rural migrants do not remain permanently in town, has particular significance in the academic literature on development and urbanization in Africa, often having negative connotations in southern Africanist studies due to its links with an iniquitous migrant labour system. Literature on other African regions often views circular migration more positively. This book reviews the current evidence about circular migration and urbanization in sub-Saharan Africa. The author challenges the dominant view that rural-urban migration continues unabated and shows that circular migration has continued and has adapted, with faster out-migration in the face of decliningurban economic opportunities. The empirical core of the book illustrates these trends through a detailed examination of the case of Zimbabwe based on the author's longstanding research on Harare. The political and economic changes in Zimbabwe since the 1980s transformed Harare from one of the best African cities to live in over this period to one of the worst. Harare citizens' livelihoods exemplify, in microcosm, the central theme of the book: the re-invention of circulation and rural-urban links in response to economic change. Deborah Potts is a Senior Lecturer in the Geography Department of King's College London. She works in the broad research field of urbanization and migration in sub-Saharan Africa, particularly southern Africa and has conducted research on these themes in Harare in Zimbabwe since 1985. While Western economists and politicians discuss whether more or less migration benefits their countries, the other side of the medal, namely the impact of massive labour outflows on sending communities, is seldom devoted much attention (...). Every migrant that leaves an African country for another or for a destination off the continent takes valuable labour and economic potential away from the sending community. This questions in how far vulnerable states will invest in education and youth employment when they see the return on their investments wander to new shores. Moreover, traditional ways of life are questioned when a great part of the young population departs and leaves the less mobile to care for themselves. Failing and failed states are today to a great extent kept alive by remittances from migrants abroad. On the one hand, this might be the only way that people who stayed can survive in a war-torn economy but on the other hand it might also ease the population’s deception with dictatorships and incapable political leaders and therefore impede necessary social uproar. (...). Many of these specifics impacts of the African migration flows on the sendingn communities will be illuminated in the following (...). Various theoretical approaches will be compared to outline the inherently different approximations towards migration by neoclassical economics compared with the critical dependency theory to find feasible policy recommendations (...) This paper follows the assumption that migration has overall positive effects and benefits for developed countries as well as some developing economies. The crucial point is nonetheless the fact that these benefits are not equally allocated. Positive effects on areas of limited statehood have to be questioned to a great extent as functioning institutions are lacking which inhibit diaspora investments in national development (...) Policy recommendations should not be focused on impeding migrants to work or educate themselves abroad but should concentrate on easing the return of citizens to support the development of the sending communities e.g. through easer passage within African regions. Moreover, foreign aid has to be channelled in a way that it benefits institution building , creates investment opportunities, promotes return migration and generates employment possibilities to lower migration push factors.

Examining how changing conditions in the Mediterranean Region have affected the decisions of those considering migrating from Sub-Saharan Africa to or through the Region, this book represents an important and overdue contribution to international policy-making and academic discourse. In current discussions relating to this migration phenomenon, the complexity of individual decision-making is often left unacknowledged, so that subsequent policy responses draw upon simplified models. In this volume, individual decision-making takes central stage by bringing together chapters that demonstrate very different types of decision-making frameworks. In this project, it is highlighted that people move for a variety of reasons such as being affected by conflict and insecurity, by economic pressures, and by desire for other forms of enrichment. Throughout, the book’s contributors find that events in the Mediterranean cannot be considered alone in understanding migration decision-making from Sub-Saharan Africa, but as part of an increasingly complicated global system not encompassed by one simplified theory or by looking at one regional context in isolation. Knowing why individual people are moving and how they decide upon which routes to take can help to ensure policy that promotes safer travel options, or makes genuine alternatives to migration available.

Amid rapid population growth, migration in sub-Saharan Africa has been increasing briskly over the last 20 years. Up to the 1990s, the stock of migrants—citizens of one country living in another country—was dominated by intraregional migration, but over the last 15 years, migration outside the region has picked up sharply. In the coming decades, sub-Saharan African migration will be shaped by an ongoing demographic transition involving an enlargement of the working-age population, and migration outside the region, in particular to advanced economies, is set to continue expanding. This note explores the main drivers of sub-Saharan African migration, focusing on migration outside the region, as this has greater global spillovers. It finds that the economic impact of migration for the region occurs mainly through two channels. First, the migration of young and educated workers—brain drain—takes a toll as human capital is already scarce in the region, although some recent studies suggest that migration may have also a positive effect—brain gain. Second, remittances represent an important source of foreign exchange and income in a number of sub-Saharan African countries, contribute to the alleviation of poverty, and help smooth business cycles.

This volume examines migration between Africa and Europe, rather than just from Africa to Europe. Based on a unique socio-demographic survey carried out both in origin and destination countries (MAFE survey), it argues that return migration, circulation, and transnational practices are significant. Policy design must also take these factors into account. Comparing in a systematic way three flows of African migrants (from Democratic Republic of Congo, Ghana and Senegal), this study offers a new view on the patterns, determinants, and family and economic effects of migration. By comparing six European countries (Belgium, France, Italy, the Netherlands, Spain and the UK), it shows that the dynamics of migration differ greatly in new vs. old destination countries. Based on a statistical analysis of life histories, this study provides a dynamic view of migration that will help readers better understand current trends as well as future trajectories. It will appeal to researchers, academics, practitioners, and others interested in taking a deeper look in (im)migration issues.
