The First World War did not end in November 1918. In Russia and Eastern Europe it finished up to a year earlier, and both there and elsewhere in Europe it triggered conflicts that lasted down to 1923. Paramilitary formations were prominent in this continuation of the war. They had some features of formal military organizations, but were used in opposition to the regular military as an instrument of revolution or as an adjunct or substitute for military forces when these were unable by themselves to put down a revolution (whether class or national). Paramilitary violence thus arose in different contexts. It was an important aspect of the violence unleashed by class revolution in Russia. It structured the counter-revolution in central and Eastern Europe, including Finland and Italy, which reacted against a mythic version of Bolshevik class violence in the name of order and authority. It also shaped the struggles over borders and ethnicity in the new states that replaced the multi-national empires of Russia, Austria-Hungary and Ottoman Turkey. It was prominent on all sides in the wars for Irish independence. In many cases, paramilitary violence was charged with political significance and acquired a long-lasting symbolism and influence. War in Peace explores the differences and similarities between these various kinds of paramilitary violence within one volume for the first time. It thereby contributes to our understanding of the difficult transitions from war to peace. It also helps to re-situate the Great War in a longer-term context and to explain its enduring impact.

It is a commonplace belief that history is written by the victorious. However, less recognised but equally common is the idea that the defeated also write history, even if their particular account is rather different. This collection looks at these matters from a novel and distinct perspective. It essentially presents the idea that victors often perceive themselves as defeated, by examining the ways in which the idea of defeat comes to dominate the victors’ own sense of superiority and achievement, thereby undermining the certainties that victory is conventionally thought to create. The contributions here discuss fiction (mostly UK and US) published since the First World War. Through the frameworks of experience, memory and post-memory, they examine this subliminal defeat, basically as seen in conflict itself, in the societies that it affects, and in the individual lives of those who it destroys. The result is an innovative literary account of the victorious-yet-somehow-defeated.

The burgeoning field of trauma and cinema is an exciting development within contemporary trauma studies. The author of this book describes the complex relationship between cinema and the trauma of defeat in war. An asymmetric and non-binary comparison of two test cases, post-World War II New German Cinema and post-Vietnam War American cinema, illuminates the indirect and intriguing ways these societies have dealt with the enormous psycho-cultural difficulty of acknowledging their defeat and understanding its manifold meanings. This book draws on psychoanalysis, masculinity studies, and corporeal feminism to explore the bodily experience of defeat. It examines themes and representations of body and sexuality to create a theoretical framework that reveals anew the link between defeated masculinity and nationalism. This is the 52nd volume in the Occasional Paper series of the U.S. Air Force Institute for National Security Studies (INSS). This paper continues the work begun by Troy Thomas and Stephen Kiser in "Lords of the Silk Route: Violent Non-State Actors in Central Asia" (INSS Occasional Paper 43, May 2002). Inter-state war no longer dominates the landscape of modern conflict. Rather, collective violence and challenges to the international system come increasingly from violent non-state actors (VNSA). With few exceptions, VNSA play a prominent, often destabilizing role in nearly every humanitarian and political crisis faced by the international community. The broad spectrum of objectives and asymmetric methods of these contemporary Barbary Pirates fractures traditional conceptions of deterrence and warfighting. The authors contend that deterrence remains a viable strategy for meeting their challenge if adapted to an understanding of VNSA as dynamic biological systems. The prolonged utility of deterrence hinges on insight into VNSA life cycles and a broader conception of the psychology inherent in organizational decision making. Bundled as "broad biological deterrence" (BBD), they develop deterrent strategies that tackle the VNSA threat throughout its life cycle. However, the authors also realize that deterrence may not work in every case. This sets up a counter-VNSA (C-VNSA) strategy that goes beyond coercion to the defeat of the enemy. At its core, their C-VNSA strategy defeats a VNSA by the following: (1) denying the negative entropy, or stores of energy, required to survive attack; and (2) disrupting congruence, or fit, among sub-systems to achieve system failure. By also understanding the indicators of organizational change during its developmental life cycle, preemptory defeat before the VNSA reaches maturity becomes feasible. Their approach allows for measuring campaign progress by assessing changes in VNSA effectiveness.

Whether out of historical interest, romantic identification with the colonized or as models for contemporary counter-insurgency experts, the mass violence of insurgency and counter-insurgency in the post-war decolonization of the European empires has long exerted an intense fascination. In the main, the dramas in French Algeria and British Kenya in the 1950s have dominated the scene, overshadowing the equally violent events that unfolded in the Dutch, Belgian and Portuguese empires. Colonial counterinsurgency and mass violence is the first book in English to treat the intense conflict that occurred during the ‘Indonesian revolution’—the decolonization struggle of the Dutch East Indies between 1945 and 1949. This case is particularly significant as the first episode of post-war colonial violence, indeed one with global reverberations. International opinion was ranged against the Dutch, and the nascent United Nations condemned its euphemistically termed ‘police actions’ to reclaim the archipelago from Indonesian nationalists after defeat by the Japanese in 1942. As this book makes clear, however, intra-Indonesian violence was no less prevalent, as rival independence visions vied for control and villagers were caught between the fronts. Taking a multi-perspectival approach, eighteen authors examine the origins of the conflict as well as its representational and memory dimensions. Colonial counterinsurgency and mass violence will appeal to scholars of imperial history, mass violence and memory studies alike. Between 1980 and 1994, Peru endured a bloody internal armed conflict, with some 69,000 people killed in clashes involving two insurgent movements, state forces, and local armed groups. In 2003, a government-sponsored “Truth and Reconciliation Committee” reported that the conflict lasted longer, affected broader swaths of the national territory, and inflicted higher costs, in both human and economic terms, than did any other conflict in Peru’s history. Of those killed, 75 percent were speakers of an indigenous language, and almost 40 percent were among the poorest and most rural members of Peruvian society. These unequal impacts of the violence on the Peruvian people revealed deep and historical disparities within the country. This collection of original essays by leading international experts on Peruvian politics, society, and institutions explores the political and institutional consequences of Peru’s internal armed conflict in the long 1980s. The essays are grouped into sections that cover the conflict itself in historical, comparative, and theoretical perspectives; its consequences for Peru’s political institutions; its effects on political parties across the ideological spectrum; and its impact on public opinion and civil society. This research provides the first systematic and nuanced investigation of the extent to which recent and contemporary Peruvian politics, civil society, and institutions have been shaped by the country’s 1980s violence.
