Towards collaborative business ecosystems Last decade was fertile in the emerging of new collaboration mechanisms and forms of dynamic virtual organizations, leading to the concept of dynamic business ecosystem, which is supported (or induced ?) by the progress of the ubiquitous I pervasive computing and networking. The new technologies, collaborative business models, and organizational forms supported by networking tools "invade" all traditional businesses and organizations what requires thinking in terms of whole systems, i. e. seeing each business as part of a wider economic ecosystem and environment. It is also becoming evident that the agile formation of very dynamic virtual organizations depends on the existence of a proper longer-term "embedding" or "nesting" environment (e. g. regional industry cluster), in order to guarantee certain basic requirements such as trust building ("Trusting your partner" is a gradual and long process); common interoperability, ontology, and distributed collaboration infrastructures; agreed business practices (requiring substantial engineering Ire-engineering efforts); a sense of community ("we vs. the others"), and some sense of stability (when is a dynamic state or a stationary state useful). The more frequent situation is the case in which this "nesting" environment is formed by organizations located in a common region, although geography is not a major facet when cooperation is supported by computer networks.

Inhaltsangabe:Abstract: The emergence of Information and Communication Technologies (ICT) has launched a global debate (digital or technological revolution) about a paradigm shift from an industrialised towards an Information Society. In the front of this debate lies the assertion that the application of ICT is the impelling factor of transformation which will result in far reaching changes within all parts of the economy, the society and the State. The State plays therefore an important role for this transformation. First, the creation of a "New Economy" which stands for a branch of industry that develops and produces hardware, software and communication equipment and its penetration and application into the whole economy. The emergence of e-buzzwords such as e-commerce or e-business are related to the application of ICT within the economy. Second, after a laissez-faire policy implementation through the State, it has to care for social aspects such as to connect the society to the internet and create a digital literate society. This "second stage" of the Information Society has its expression in the common used catchword "digital divide". Finally, the State itself comes under pressure to apply ICT within government institutions, expressed by the latest catchwords of e-government and e-governance. Their hype (chiefly technologically determined) can be equated with the emergence of the "New Economy" within the global debate about the Information Society. Emerged from developed countries, e-government and e-governance experience an increasing use in developing countries. Their advocates (i. e. international development organisations) stress the catchwords for the purpose of poverty alleviation, improved living standards and economic growth, in developed and particularly in developing countries. Furthermore, both subjects of the thesis have started up a new tractive force within the debate of public administration reforms. Both can be summarised as ICT-led public administration reform. They are deemed to be an impelling factor of organisational change and transformation of governmental institutions. Moreover, the literature concerning both catchwords, is full of positive expectations (i.e. enhance participation, accountability, transparency and overall democracy) and thus, they are seen as a medium to implement and support their theoretical concepts New Public Management (NPM) and Good Governance. The international initiative on Enterprise Inter- and Intra-Organisational Integration (EI3-IC) had the objective to increase both international consen sus (IC) and public awareness on enterprise integration. In these proceedings we intend to present the current status in inter- and intra-organisational inte gration for electronic commerce and thereby to further increase awareness and consensus within academia and industry about enterprise inter-and intra organisational integration. The conference proceedings contain the papers presented at the ICEIMT conference in Valencia, Spain, selected papers presented at the different workshops and three papers on the initiative itself: overview, history and results. The proceedings follow the conference structure with each section (Parts 2 to 5) starting with the workgroup reports, followed by a particular view on the section theme and additional papers either presented at the con ference or during the related workshop. Section editorials discuss the differ ent contributions. As stated in the paper by Nell and Goranson in section 1 the results from all workshops indicate the important role of business processes in the area of e-commerce and virtual enterprises. Sharing relevant knowledge between co operating partners and making it available for decision support at all levels of management and across organisational boundaries will significantly en hance the trust between the partners on the different levels of partner opera tions (strategy, policy, operation and transaction). Clearly business process modelling can significantly enhance establishment, operation and decom mission of the required collaboration.

Die Attraktivität dieses neuen Themengebietes ist auf seine Anwendungsmöglichkeiten in allen Teildisziplinen der Politikwissenschaft zurückzuführen: Das Internet wird für alle drei Bereiche der Politik - Policy, Politics und Polity – relevant. „Policy verstanden als konkrete staatliche Intervetion (top-down), dem politischen Gebrauch des Netzes, Politics verstanden als Artikulations- und Aggregationsprozess von Interessen (bottom-up), netzbezogene Politiken und Polity als politische Verfassung von Wissensgesellschaften und elektronische Demokratie selbst, als Politik(en) im Netz“. „Das Internet verändert aber auch das Handeln all derer, die mit Politik betraut sind: Politiker und Staatsbürger, Verwaltungsbeamte und Lobbyisten“. Schon ist von einer „Internetisierung von Öffentlichkeit und Demokratie“ die Rede. „Direkte Demokratie, Dezentralisierung, Erweiterung des Einflusses von Individuen und kleinen Gruppen, Abbau von Hierarchien und Massenorganisationen, leichter Zugang zu und Veröffentlichung von Informationen, kurz: „Freiheit, Gleichheit und Brüderlichkeit sollen mit den Netzen einhergehen“. Für die gezielte politische Information scheint sich das Internet sogar zum favorisierten Medium zu entwickeln. „In dieser Phase der etablierten Form von Internet zeigen sich auch die Konsequenzen auf den übrigen Mediengebrauch. Namentlich beim Fernsehen bekunden die starken Internet-NutzerInnen einen Rückgang des Konsums. Internet ist damit nicht mehr nur ein komplementäres Informationsmedium, sondern tendiert dazu, schon nach wenigen Jahren der Einführung bisherige Angebote zu ersetzen“.
