This book assesses the ethical implications of using armed unmanned aerial vehicles (‘hunter-killer drones’) in contemporary conflicts. The American way of war is trending away from the heroic and towards the post-heroic, driven by a political preference for air-powered management of strategic risks and the reduction of physical risk to US personnel. The recent use of drones in the War on Terror has demonstrated the power of this technology to transcend time and space, but there has been relatively little debate in the United States and elsewhere over the embrace of what might be regarded as politically desirable and yet morally worrisome: risk-free killing. Arguably, the absence of a relationship of mutual risk between putative combatants poses a fundamental challenge to the status of war as something morally distinguishable from other forms of violence, and it also undermines the professional virtue of the warrior as a courageous risk-taker. This book considers the use of armed drones in the light of ethical principles that are intended to guard against unjust increases in the incidence and lethality of armed conflict. The evidence and arguments presented indicate that, in some respects, the use of armed drones is to be welcomed as an ethically superior mode of warfare. Over time, however, their continued and increased use is likely to generate more challenges than solutions, and perhaps do more harm than good. This book will be of much interest to students of the ethics of war, airpower, counter-terrorism, strategic studies and security studies in general.

The Virtuous Wehrmacht explores the myth of the German armed forces' innocence during World War II by reconstructing the moral world of German soldiers on the Eastern Front. How did they avoid feelings of guilt about the many atrocities their side committed? David A. Harrisville compellingly demonstrates that this myth of innocence was created during the course of the war itself—and did not arise as a postwar whitewashing of events. In 1941 three million Wehrmacht troops overran the border between German- and Soviet-occupied Poland, racing toward the USSR in the largest military operation in modern history. Over the next four years, they embarked on a campaign of wanton brutality, murdering countless civilians, systemically starving millions of Soviet prisoners of war, and actively participating in the genocide of Eastern European Jews. After the war, however, German servicemen insisted that they had fought honorably and that their institution had never involved itself in Nazi crimes. Drawing on more than two thousand letters from German soldiers, contextualized by operational and home front documents, Harrisville shows that this myth was the culmination of long-running efforts by the army to preserve an illusion of respectability in the midst of a criminal operation. The primary authors of this fabrication were ordinary soldiers cultivating a decent self-image and developing moral arguments to explain their behavior by drawing on a constellation of values that long preceded Nazism. This book examines the role of military virtues in today's armed forces. Although long-established military virtues, such as honor, courage and loyalty, are what most armed forces today still use as guiding principles in an effort to enhance the moral behavior of soldiers, much depends on whether the military virtues adhered to by these militaries suit a particular mission or military operation. Clearly, the beneficiaries of these military virtues are the soldiers themselves, fellow-soldiers, and military organizations, yet there is little that regulates the behavior of soldiers towards civilian populations. As a result, troops trained for combat in today's missions sometimes experience difficulty in adjusting to the less aggressive ways of working needed to win the hearts and minds of local populations after major combat is over. It can be argued that today's missions call for virtues that are more inclusive than the traditional ones, which are mainly about enhancing military effectiveness, but a convincing case can be made that a lot can already be won by interpreting these traditional virtues in different ways. This volume offers an integrated approach to the main traditional virtues, exploring their possible relevance and proposing new ways of interpretation that are more in line with the military tasks of the 21st century. The book will be of much interest to students of military ethics, philosophy, and war and conflict in general.
