Desde las guerras que desató Napoleón en Europa, hasta la aparición de Otto Von Bismarck en el escenario político mundial, predominó en Alemania la tendencia a ser un Estado fuerte, con poderío militar terrestre y sin mayor proyección sobre los mares, pero las necesidades derivadas de los desarrollos en todos los campos de otros países y los resultados de las para la época consuetudinarias guerras europeas, incidieron en que los intelectuales de Alemania Occidental reflexionaran de manera científica para robustecer el Estado militarista que bullía al oriente del país. De contera, la llegada al trono del controversial y malhumorado Káiser Guillermo en 1888, complicó no solo las relaciones de su monarquía con los gobernados dentro del país, sino las relaciones internacionales de Alemania, al entrometerse en problemas de otras potencias europeas con sus colonias en África y Asia. Con la conflictiva personalidad del Kaiser Guillermo se puso de manifiesto por primera vez para las ciencias sociales, como el comportamiento de un jefe de estado con capacidad militar y poder territorial, pondría en vilo la paz, la estabilidad y la proyección geopolítica de un país. Como consecuencia de estos desaciertos y el enfoque particular que se quiso dar a las teorías geopolíticas de los geógrafos alemanes de finales del siglo XIX y comienzos del siglo XX, Alemania terminó siendo satanizada como la principal responsable del estallido de la Primera Guerra Mundial, y como consecuencia, su pueblo padeció todas las arbitrariedades escritas e impuestas por ingleses, franceses, rusos e italianos en el Tratado de Versalles, países ansiosos de minimizar a los derrotados, al punto que el gobierno de Estados Unidos gestor de la victoria aliada, se negó a firmar dichas imposiciones contra los alemanes. Por parejo, la derrota militar en el campo de batalla y las obsesivas imposiciones del Tratado de Versalles, generaron en la academia alemana y en amplios sectores de la vida pública y privada del país, un deseo ilimitado de venganza contra los agresores y de reivindicación del nombre de la gran Alemania en el entorno mundial. El general alemán Paul von Hindenburg quedó encargado de cumplir las disposiciones impuestas al ejército alemán, pero en paralelo con esta labor, Hindenburg desarrolló un plan estratégico de crecimiento silencioso y progresivo de la tecnología militar para una nueva guerra y la capacitación metodológica de nuevos cuadros de mando para entrenar y comandar las tropas, mientras que el gobierno central alemán, se dedicaba a acopiar recursos humanos y administrativos para encarar el nuevo reto. Obviamente los propulsores de las teorías geopolíticas alemanas, como es el caso de Bernhard Heinrich Karl Martin von Bülow, tuvieron amplia aceptación entre quienes planeaban y desarrollaban el singular proceso político de movilización nacional a mediano y largo plazo. La situación se fue tornando más compleja para los escenarios geopolíticos de Europa durante las décadas de 1920 y 1930, porque en ese periodo denominado la preguerra, surgió con fuerza la doctrina política y geopolítica del nacional socialismo o nazismo, que afincada en las teorías geopolíticas del crecimiento y expansión del Estado alemán, la obsesión derivada del pensamiento político y egocéntrico de Hitler, el destino de una raza aria privilegiada con la destrucción total de los judíos, y la ambición de dominar militarmente el mundo, al mismo tiempo que se ejecutaban cuestionados procedimientos científicos para cambiar el curso de la especie humana en el planeta.

This book is an extended argument on the "coloniality" of power by one of the most innovative scholars of Latin American studies. In a shrinking world where sharp dichotomies, such as East/West and developing/developed, blur and shift, Walter Mignolo points to the inadequacy of current practice in the social sciences and area studies. He introduces the crucial notion of "colonial difference" into study of the modern colonial world. He also traces the emergence of new forms of knowledge, which he calls "border thinking." Further, he expands the horizons of those debates already under way in postcolonial studies of Asia and Africa by dwelling in the genealogy of thoughts of South/Central America, the Caribbean, and Latino/as in the United States. His concept of "border gnosis," or what is known from the perspective of an empire's borderlands, counters the tendency of occidentalist perspectives to dominate, and thus limit, understanding. The book is divided into three parts: the first chapter deals with epistemology and postcoloniality; the next three chapters deal with the geopolitics of knowledge; the last three deal with the languages and cultures of scholarship. Here the author reintroduces the analysis of civilization from the perspective of globalization and argues that, rather than one "civilizing" process dominated by the West, the continually emerging subaltern voices break down the dichotomies characteristic of any cultural imperialism. By underscoring the fractures between globalization and mundializacion, Mignolo shows the locations of emerging border epistemologies, and of post-occidental reason. In a new preface that discusses Local Histories/Global Designs as a dialogue with Hegel's Philosophy of History, Mignolo connects his argument with the unfolding of history in the first decade of the twenty-first century.
