Today, many of the most pressing challenges to the United States do not take the form of strong and aggressive states. Instead, they include diverse threats, including nonstate actors, environmental change, pandemic disease, recession, a burgeoning national debt, and so on. Addressing such disparate challenges demands a range of capabilities and expertise. Adapting to this increasingly complex environment thus necessitates not only that we improve the system's ability to communicate across a horizontal range of competencies, but also that it learn to anticipate the potential future impacts of changes to the system and respond to unanticipated events. On November 26, 2008, the Project on National Security Reform (PNSR) submitted its 2-year study of the national security system, 'Forging a New Shield, ' to the President, President-elect, and Congress. The study found that the national security system was at risk of failure and needed serious reform. The PNSR has proposed a series of reforms that would equip the U.S. Government to better meet and respond to this new security environment we inhabit. Its Vision Working Group tested the findings against a diverse set of scenarios to determine if the recommendations were robust and effective. This testing revealed that each of the five major findings improved the performance of the current national security system. This volume documents the scenario-testing process used by the Vision Working Group. It includes the actual pre-reform and post-reform scenarios and details many other scenario techniques used. The work of the Vision Working Group has led to the formulation of another recommendation: a mechanism to infuse greater foresight into the Executive Branch, and in particular the national security system. This proposed mechanism, named the Center for Strategic Analysis and Assessment, would exist and operate within the Executive Office of the President. This volume details the proposed architecture and operation of the Ce.

The increased military employment of remotely operated aerial vehicles, also known as drones, has raised a wide variety of important ethical questions, concerns, and challenges. Many of these have not yet received the serious scholarly examination such worries rightly demand. This volume attempts to fill that gap through sustained analysis of a wide range of specific moral issues that arise from this new form of killing by remote control. Many, for example, are troubled by the impact that killing through the mediated mechanisms of a drone half a world away has on the pilots who fly them. What happens to concepts such as bravery and courage when a war-fighter controlling a drone is never exposed to any physical danger? This dramatic shift in risk also creates conditions of extreme asymmetry between those who wage war and those they fight. Terrorist attacks perpetrated by lone actors have already occurred in several countries, and this phenomenon is emerging as a threat to the security of both NATO members and other countries worldwide. In this context, a lone actor, or 'lone wolf’, is someone who individually prepares or commits violent acts in support of an ideology, group or movement, but who is acting outside of the command structure and without the assistance of any group. Up to now, these individual acts have been seen as almost impossible to forecast, but it is nevertheless important to develop a responsible security policy which takes them into account and incorporates planning for counteraction, prevention and response. This book presents papers, written by leading experts in the field, which reflect the subjects presented at the workshop 'Loan Actors – An Emerging Security Threat', part of the NATO Science for Peace and Security Programme, held in Jerusalem in November 2014.
