The empty chair crisis of 1965, resolved in the Luxembourg Compromise of 1966, forms part of the dramatic past of the European Union, and is for many a turning-point in European political integration. This volume, based on new research, revisits these events. It sheds fresh light on the mixed motives of the principal member states, European institutions and third-country actors, and identifies the shadows cast over subsequent legal and political practice. The book results from a collaborative project among historians, lawyers, and political scientists. It draws on new archival material and on many insights from practitioners, both some involved in the events of 1965-66 and others engaged in subsequent negotiations in the Council of the EU. Traces of these events persist in the consensus-oriented culture in the Council, where a concern to avoid sharply polarised confrontation limits recourse to active voting, even though the formal use of qualified majority voting has been greatly extended. Arguments over agricultural policy, the EU budget and world trade negotiations thus continue to provide occasions for some member states to insist on their 'very important interests'. This book stems from a co-funded project of the Fondation Paul-Henri Spaak in Brussels and of the European University Institute and the Historical Archives of the European Union in Florence.

This new book provides a comprehensive analysis of Europe on the brink of political disintegration. Observers of the European Union (EU) could be forgiven for thinking that it is in a state of permanent crisis. The Union has been beset with high levels of Eurozone debt, Russian intervention and armed conflict in Ukraine, refugees fleeing conflict zones in North Africa and the Middle East, and the decision of Britain to leave the European Union. This text offers a concise and readable assessment of the dynamics, character and consequences of these four crises and the increasingly real possibility of European disintegration. High levels of socio-economic interdependence and institutionalization have failed to result in an ever closer union, and yet the proposed theories of disintegration also fall short. Webber instead shows that it is only by looking at the role of the EU's dominant member, Germany, in each crisis that the potential for an increasingly fragmented Europe becomes clear. Until now, Germany has been the EU's stabilizing force but this is no longer guaranteed. The fate of the integration process will depend on whether other, more inclusive forms of stabilizing leadership may emerge to fill the vacuum created by Berlin's incapacity. The book offers explanations for the striking variation in the outcomes of European integration crises. It analyzes eight major cases over the entire integration process, starting from the early 1950s and lasting until very recently. My cases comprise the crisis of the European Defence Community (1952-54); the empty chair crisis (1965-66); the oil crisis (1973-74); the budgetary rebate crisis (1979-84); the end of the Cold War crisis (1989-92); the Constitutional Treaty crisis (2004-07); the Euro crisis (2009-12); and the migration crisis (2015-16). Taking a historical-comparative perspective, the book shows that crises have been an integral part of the European integration process since its beginning. European integration, after all, started with a major setback when member states in 1954 failedto realize plans for a European army through the European Defense Community.
