This workshop is devoted to Double stars. The general topics of the meeting were: for mation, dynamics and evolutionary tracks. In accordance with the pure tradition of the Saint James way, "pilgrims" from all over the world come to meet together in Santiago. Although with a common interest (double stars), this meeting was a multidisciplinary one, since scientists with different backgrounds participated in it. As a matter of fact, we think that this is the first workshop jointly supported by IAU Commissions 7 (Celestial mechanics) and 26 (Double and multiple stars). It is our belief that this meeting will be the origin of a more close relations and common research. This meeting was held under the invitation of the University of Santiago de Compostela to commemorate its fifth centenary, and organized by the Astronomical Observatory named after its founder, Ramon M. Aller, who made significant contributions in the study of visual double stars, and was one of the pioneers who put the seeds of the present blossoming of Astronomy in Spain. The Scientific Organizing Committee was formed by Drs. C. Allen, P. Couteau, J. A. Docobo, R. Dvorak, A. Elipe, S. Ferraz-Mello (co-chairman), H.A.McAlister, M. Valtonen, C.Worley (chairman) and H. The Pacific Rim Conference originally started with one research concentration only - binary star research. The first Conference was held in Beijing, China, 1985, the second one in Seoul and Taejon, South Korea, 1990 and the third one in Chiang Mai, Thailand, 1995. In recent years, the conference series evolved into a much broader area of stellar astrophysics. The first such conference was held in Hong Kong in 1997. Kwong-Sang Cheng, a. k. a. one of the three Musketeers, documented the "accidental" development in writing in the Proceedings of the 1997 Pacific Rim Conference on Stellar Astrophysics (Volume 138 of the ASP Conference Series)! The meeting at Hong Kong University of Science and Technology covered three major topics: binary stars, compact stars and solar type stars. The conference was extremely successful. There was a general feeling among the participants that the conference on stellar astrophysics provided a good means to share ideas between such closely related disciplines. Unfortunately after the very successful meeting at HKST, Kwing L. Chan (another Musketeer) thought that he had already served and would not like to chair for another LOC for at least five years! After a few drinks at one of the watering holes in Wan Chai district of Hong Kong, Kwong-Sang Cheng was in very hiRh spirit and volunteered to taking on the responsibility of hosting the 51 Pacific Rim Conference at Hong Kong University in 1999.

This book contains the Proceedings of the first 'Rencontres de l'Observatoire' which was held at the Meudon campus of the Paris Observatory on September 21-25, 1998. The subject addressed was 'Galaxy evolution: Connecting the distant Universe with the local fossil record'. This colloquium was a project devised by a group of astronomers who, in France but also in Europe, in the United States, in South America, and even in Japan, have worked for a long time with Roger and Giusa Cayrel. Roger and Giusa had a tremendous influence on us all. They taught us in their discrete way, the care of the observations and the rigor in the interpretation. Besides the presentations of Jun Jugaku and Rene Racine and the presentation of Pierre Couturier of the story of the Canada-France-Hawaii Telescope (presentation which unfortunately does not appear in this book) several papers refer to the role of Roger and Giusa in astronomy. Their contribution to the study of the galactic evolution has been fundamental. Our Milky Way is the galaxy which can be studied in most details. From the study of our Galaxy's old population, one can understand what our Milky Way was like very soon after its birth, at the same stage where we now observe the very distant and thus very 'young' galaxies. The organizers wanted to bring together with Roger and Giusa Cayrel experts of the old Galactic Population, of the distant galaxies and of the galactic evolution.

The reader will find in this volume the Proceedings of the NATO Advanced Study Institute held in Maratea-Acquafredda, Italy, between June 29 and July 12, 1997, entitledTHE DYNAMICS OF SMALL BODIES IN THE SOLAR SYSTEM: A MAJOR KEY TO SOLAR SYSTEM STUDIES . This Advanced Study Institute was the latest in the 'Cortina' series of NATO ASI's begun in the early 1970's firstly under the directorship of Professor Victor Szebehely and subsequently under Professor Archie Roy. All, except the latest, were held at the Antonelli Institute, Cortina d'Ampezzo, Italy. Many of those now active in the field made their first international contacts at these Institutes. The Institutes bring together many of the brightest of our young people working in dynamical astronomy, celestial mechanics and space science, enabling them to obtain an up-to-date synoptic view of their subjects delivered by lecturers of high international reputation. The proceedings from these institutes have been well-received in the internationalcommunity of research workers in the disciplines studied. The present institute included 15 series of lectures given by invited speakers and some 45 presentations made by the other participants.
