Collection consists of materials relating to the Military Intelligence Service Language School, Chinese Language Division collected by Vivian Low, whose 2017 film "Crossing Oceans in Service to Country" documents a group of Chinese American Veterans who served together in the Chinese Language Division at Fort Snelling. Materials include the memoirs of Vivian's father Wong Y. Kan (Robert Y. Wong), a 1994 booklet commemorating the 50th anniversary of the Fort Snelling Mandarin Class, some papers and photocopies of photographs of Robert (Bob) Wong and other men at Fort Snelling. Included among these papers is a photocopy of a 1945 letter certifying that Wong Y. Kan (Robert Y. Wong) had completed the 16 week Chinese course at the Military Intelligence Service Language School. Also included are a few documents relating to the nomination of George Wong, who also served in the Chinese Division, for Rockwell Engineer-of-the-Year, three photographic prints (two of Robert Wong in uniform and one of Robert Wong and his wife Vera), and two DVD copies of Vivian Low's film "Crossing Oceans in Service to Country."

In November 2002, the Chinese Communist Party held its 16th Congress and formally initiated a sweeping turnover of senior leaders in both the Party and the People's Liberation Army (PLA). The meeting heralded not merely a new set of personalities in positions of political and military power, but also the emergence of a new generation of leaders. Who are these individuals, and what does their rise mean for the future of China and its military? The group of China specialists who have written this book have applied their research talents, intelligence, and hands-on experience to clarify and explain the most important issues of the day in China. China obviously matters to the United States because of its size, its spectacular patterns of growth, its profound problems linked to rapid growth, and its military intentions. These specialists have avoided the diseases of bias, demagoguery, predispositions, and showmanship, which infect so many of the analyses of China. Rather, they have examined the facts and the trends to explain the divisions and cohesions in the Chinese leadership and their potential significance to the United States and the rest of the world. These annual conferences have a long continuity stretching back to the early 1990s. Hence, there is a common database for the books produced each year. The writers revisit major problems in China's development, particularly in the military sphere. Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. To confront the twenty-first century challenges to our economy and national security, our education system must be strengthened to increase the foreign language skills and cultural awareness of our students. America's continued global leadership will depend on our students' abilities to interact with the world community both inside and outside our borders. This report warns that the U.S. will become less competitive in the global economy because of declining quality foreign language education at the college and high school level. Additionally, the American public's deficiency in foreign languages and cultures is hampering efforts to counter terrorist threats. To have a citizenry that is knowledgeable of world regions, global issues, and foreign cultures, as well as conversant in other languages, we will need to strengthen the curriculum of the K-12 education system as well as that of our colleges, universities, and professional schools. Although there is much that can be done by states, governors, business leaders, and others, leadership by the Federal government will be crucial in jump-starting this effort. This report recommends (1) teaching international content across the curriculum and at all levels of learning to expand American students' knowledge of other countries and cultures; (2) expanding the training pipeline at every level of education to address the paucity of Americans fluent in foreign languages, especially critical, less-commonly taught languages, such as Arabic, Chinese, Hindi, Japanese, Korean, Persian/Farsi, Russian, and Turkish; and (3) national leaders--political leaders as well as the business and philanthropic communities and the media--should educate the public about the importance of improving education in languages other than English and in international studies.
