This book brings together a broad range of approaches and methodologies relevant to international comparative vocational education and training (VET). Revealing how youth in transition is affected by economic crises, it provides essential insights into the strengths and weaknesses of the various systems and prospects of VET in contexts ranging from North America to Europe, (e.g. Spain, Germany or the UK) to Asia (such as China, Thailand and India). Though each country examined in this volume is affected by the economic crisis in a different way, the effects are especially apparent for the young generation. In many countries the youth unemployment rate is still very high and the job perspectives for young people are often limited at best. The contributions in this volume demonstrate that VET alone cannot solve these problems, but can be used to support a smooth transition from school to work. A central claim of this volume is that public policy in education and training can only be properly understood if it is seen in relation to prevailing economic and employment conditions. It has become increaslingly apparent that the neo-liberal economic policies pursued by Western governments during the 1980s and 1990s have led to a growing world-wide 'work crisis'. Unemployment levels, particularly in Europe, remain persistently high, and for those in employment, job insecurity and long working hours have become the norm. The response of UK governments has been to promote 'flexibility' in employment practices while proclaiming the importance of improving skill levels through education and training. This volume challenges the adequacy of such an approach, and asks whether reliance on education and training reforms without additional political intervention in economic processes is capable of reversing current trends. This study of vocational education in advanced industrial countries contributes to two different areas of debate. The first is the study of the diversity of institutional forms taken by modern capitalism, and the difficulties currently surrounding the survival of that diversity. Rather than analysing economic institutions and governance in general, the authors specifically focus upon the key area of skill creation. The second theme is that of vocational education and training in its own right. While sharing the consensus that the advanced countries must secure competitive advantage in a global economy by developing highly-skilled work forces, the authors draw attention to certain awkward aspects of this approach that are often glossed over in general debate: 1. The employment-generating power of improvements in skill levels is limited: employment policy cannot depend fully on education policies; 2. While the acquisition of skills has become a major public need, there is increasing dependence for their provision on individual firms, with government action being restricted to residual care for the unemployed, rather than contributing at the leading edge of advanced skills policy. Development of this text has been based on the notion that workforce education and development (WFED) systems—such as, secondary and postsecondary vocational and technical education (VTE), career education and guidance, human resource and organizational development (HROD), and adult training and retraining including literacy programs—have essential roles to play in supporting both individual and national efforts to successfully participate in and reap the benefits offered by globalization. While this assumption has intuitive appeal, not everyone believes that vocational preparation programs result in positive outcomes. Psacharopoulos (1997), an outspoken international critic of vocational education and training, argues that WFED programs often have a low rate of return on a country’s investment when compared to that of the general academic curriculum. He contends that WFED initiatives often fail because too much emphasis is placed on these efforts to address myriad complex issues, and that decision makers do not utilize the available evidence about VTE to make prudent, informed choices. Instead, major players in the global economy like the World Bank tout basic academic education as an essential priority for developing countries wanting to enter into global markets and exchange.
