A graduate of the University of Arizona, magna cum laude, the chief also graduated from the FBI National Academy, the FBI Executive Development Program, the Senior Management Institute for Police, and many other training programs on organized crime, narcotic and dangerous drug investigations, and executive protection. His experience has ranged from being a rookie jailer to administering multi-agency covert narcotic and organized crime investigations, serving at the rank of Chief for over twenty-five years, then to executive protection for heads of state. He has testified numerous times before legislative bodies on issues of crime and punishment, and was acknowledged as a criminal justice expert witness at the District Court level.
