That these acts are motivated by hatred of LGBTI people makes them particularly serious. The Nordic Council of Ministers’ strategic focus areas to strengthen equal rights, equal treatment and equal opportunities for LGBTI people in the Nordic region include combating and preventing hate crime and discrimination. The Finnish Presidency of the Nordic Council of Ministers in 2021 has initiated a project focusing on hatred targeting LGBTI people in the Nordic countries. Nordic Information on Gender (NIKK) was commissioned to survey relevant strategies, actors and initiatives in the Nordic countries. The purpose of this survey was to contribute to the sharing of knowledge and experience between these countries.

An international manual is like a world cruise: a once-in-a-lifetime experience. All the more reason to consider carefully whether it is necessary. This can hardly be the case if previous research in the selected field has already been the subject of an earlier review-or even several competing surveys. On the other hand, more thorough study is necessary if the intensity and scope of research are increasing without comprehensive assessments. That was the situation in Western societies when work began on this project in the summer of 1998. It was then, too, that the challenges emerged: any manual, espe cially an international one, is a very special type of text, which is anything but routine. It calls for a special effort: the "state of the art" has to be documented for selected subject areas, and its presentation made as compelling as possible. The editors were delighted, therefore, by the cooperation and commitment shown by the eighty-one contributors from ten countries who were recruited to write on the sixty-two different topics, by the con structive way in which any requests for changes were dealt with, and by the patient re sponse to our many queries. This volume is the result of a long process. It began with the first drafts outlining the structure of the work, which were submitted to various distinguished colleagues. ​​This book uses a multi-methods study of incarcerated youths to examine the pathways to gang involvement, the drug distribution system and hierarchy within gangs, levels of traumatic stress and depression among gang-involved youths, and other mechanisms of control and retention within the system of gangs. Based on a study of young inmates in Norway, with international backgrounds including Africa, Pakistan, Middle East and Western Europe, the findings explained in this book are broadly applicable. It aims to create a picture of the entire system of gang membership, while revealing a research framework that could be applied to other studies. Gang members were found in high levels to be suffering from depression and traumatic stress, and were often heavily indebted (financially and otherwise) to persons in the outside world. Owing money, violence and other threats, all make it difficult to leave the system, despite the pains they suffer within it. In order understand young peoples’ life within the system, and its hold on them, and in order to reduce its continuation and growth, this important analysis helps researchers and policy makers, particularly those interested in juvenile justice, youth gangs, and drug trafficking understand its logic and identify its weak points and possible ways out.​

Traditional "schools" of crime prevention, like the criminal justice model, social crime prevention or situational crime prevention, have proved to be too narrow and do not combine well with other approaches. However, each of these models provides important insights and contributions for reducing crime. By extracting the main preventive mechanisms of these diverse approaches, this book develops a more holistic, general model that consists of nine preventive mechanisms: building normative barriers to crime, reducing recruitment, deterrence, disruption, incapacitation, protecting vulnerable targets, reducing benefits of crime, reducing harm, and facilitating desistance. The measures to activate the preventive mechanisms may differ according to the type of crime, as may the actors in charge of implementing the relevant measures.
