Voters on the Move or on the Run? addresses electoral change, the reasons, and the consequences. By investigating heterogeneity of voting, and complexity of voting and its context the volume shows that increasing heterogeneity is not arbitrary and unstructured. Heterogeneity of voting rather is a way of voters dealing with the increasing complexity of the context of elections - diversified social structures, increasing differentiation of political supply, increasing complexity of the information environment. By analysing the conditions of heterogeneity and showing that the calculus of voting becomes more and more conditional in terms of what voters regard as relevant criteria for vote choice, the book demonstrates that the new feature of electoral behaviour is structured heterogeneity. The dimensions of differentiation of the electorate are cognitive capacity and the structure of individual information acquisition systems. The book demonstrates that voters are on the move looking for appropriate answers to new complexities rather than on the run. The book uses data predominantly from the German Longitudinal Election Study (GLES), and also comparative data from the Comparative Study of Electoral Systems (CSES). Cross-sectional analysis is complemented by long- and short-term dynamic analyses with panel data, and comparative analyses.

Voters and Voting in Context investigates the role of context in affecting political opinion formation and voting behaviour. Building on a model of contextual effects on individual-level voter behaviour, the chapters of this volume explore contextual effects in Germany in the early twenty-first century. This bold venture into democratic theory offers a new and reinvigorating thesis for how democracy delivers on its promise of public control over public policy. In theory, popular control could be achieved through a process entirely driven by supply-side politics, with omniscient and strategic political parties converging on the median voter's policy preference at every turn. However, this would imply that there would be no distinguishable political parties (or even any reason for parties to exist) and no choice for a public to make. The more realistic view taken here portrays democracy as an ongoing series of give and take between political parties' policy supply and a mass public's policy demand. Political parties organize democratic choices as divergent policy alternatives, none of which is likely to satisfy the public's policy preferences at any one turn. While the one-off, short-run consequence of a single election often results in differences between the policies that parliaments and governments pursue and the preferences their publics hold, the authors construct theoretical arguments, employ computer simulations, and follow up with empirical analysis to show how, why, and under what conditions democratic representation reveals itself over time. Democracy, viewed as a process rather than a single electoral event, can and usually does forge strong and congruent linkages between a public and its government. This original thesis offers a challenge to democratic pessimists who would have everyone believe that neither political parties nor mass publics are up to the tasks that democracy assigns them. Ballot box voting is often considered the essence of political freedom. But it has two major shortcomings: individual voters have little chance of making a difference, and they face strong incentives to remain ignorant about the issues at stake. "Voting with your feet," however, avoids both these pitfalls and offers a wider range of choices. In Free to Move, Ilya Somin explains how broadening opportunities for foot voting can greatly enhance political liberty for millions of people around the world. People can vote with their feet through international migration, choosing where to live within a federal system, and by making decisions in the private sector. Somin addresses a variety of common objections to expanded migration rights, including claims that the "self-determination" of natives requires giving them the power to exclude migrants, and arguments that migration is likely to have harmful side effects, such as undermining political institutions, overburdening the welfare state, increasing crime and terrorism, and spreading undesirable cultural values. While these objections are usually directed at international migration, Somin shows how a consistent commitment to such theories would also justify severe restrictions on domestic freedom of movement. By making a systematic case for a more open world, Free to Move challenges conventional wisdom on both the left and the right.
