Excerpt from Voting in the Field: A Forgotten Chapter of the Civil War This book is an attempt to portray an important phase of the Civil War, which has passed without consideration, and with little notice, by the historians of that period. Its preparation has required an examination of the Constitutions and legislation of all the States, south as well as north, and of their statutes allowing soldiers to vote in the field; and also of the legislative proceedings which resulted in such legislation, or in which such legislation was attempted but failed. By legislation is meant changes in constitutional limitations, as well as laws enacted within the constitutional limitations. I have tried to show not only what the people did, but how they did it, who supported, and who opposed this legislation; or when legislation was defeated who was responsible for the defeat, and the grounds upon which the legislation was supported, and the grounds upon which it was opposed. CHAPTER XVII NEW YORK IN the State compaign in New York in 1862, between Horatio Seymour and General Wadsworth, for Governor, the propriety of passing a statute which would enable soldiers to vote in the field, was discussed, and if General Wadsworth had been elected he doubtless would have recommended the Legislature to pass such a statute. But Seymour was elected and although in his annual message he discussed national affairs at unusual length and with great freedom, bitterly criticizing the administration in its conduct of the war, he made no reference to a soldiers' voting law, nor did he communicate with the Legislature by any special message recommending such a law. A bill was introduced however on February 10, 1863, in the Assembly to authorize volunteer soldiers to vote in the field, which with other bills for the same purpose was referred to the Judiciary Committee. On April 8, the Judiciary Committee reported in the Senate a bill entitled "An Act to Secure the Elective Franchise to the Qualified Voters of the Army and Navy of the State of New York," and recommended its passage.1 On April 10, it was amended in various particulars and passed by a vote of 19 to 7. Voting difficulties hung over America's presidential election in 2000 like a dark cloud. Hanging chads, a butterfly ballot, and the Supreme Court remain the most vivid memories of that political donnybrook. Passage of 2002's Help America Vote Act sparked further interest in the physical process of casting a ballot, yet several recent contests still produced confusion at the polls. A solution to at least some of those problems may be found in new technology, but such innovations carry their own concerns and questions. V oting Technology is the first book to investigate in a scientific and authoritative manner how voters respond to the new equipment. The authors—an interdisciplinary group of experts in American elections, political behavior, human-computer interaction, and human factors psychology—assess five commercially available voting systems, each one representing a specific class based on shared design principles, as well as a prototype system not currently available. They evaluate the systems against different criteria (including ease of use, speed, and accuracy) using field experiments, laboratory experiments, and expert reviews.
