Bruce Ackerman and Ian Ayres build on the example of the secret ballot and propose a system of “secret donation booths” for campaign contributions. They unveil a plan in which the government provides each voter with a special credit card account containing fifty “Patriot dollars” for presidential elections. To use this money, citizens go to their local ATM machine and anonymously send their Patriot dollars to their favorite candidates or political organizations. Americans are free to make additional contributions, but they must also give these gifts anonymously. Because candidates cannot identify who provided the funds, it will be much harder for big contributors to buy political influence. And the need for politicians to compete for the Patriot dollars will give much more power to the people. Ackerman and Ayres work out the operating details of their plan, anticipate problems, design safeguards, suggest overseers, and show how their proposals satisfy the most stringent constitutional requirements. They conclude with a model statute that could serve as the basis of a serious congressional effort to restore Americans’ faith in democratic politics./DIV/DIV

Recent scandals, including questionable fund-raising tactics by the current administration, have brought campaign finance reform into the forefront of the news and the public consciousness. Dollars and Votes goes beyond the partial, often misleading, news stories and official records to explain how our campaign system operates. The authors conducted thorough interviews with corporate "government relations" officials about what they do and why they do it. The results provide some of the most damning evidence imaginable. What donors, especially business donors, expect for their money is "access" and access means a lot more than a chance to meet and talk. They count on secret behind-the-scenes deals, like a tax provision that applies only to a "corporation incorporated on June 13, 1917, which has its principal place of business in Bartlesville, Oklahoma." After a deal is worked out behind closed doors, one executive explains, "it doesn't much matter how people vote afterwards." Ordinary contributions give access to Congress; megabuck "soft money" contributions ensure access to the President and top leaders. The striking truth revealed by these authors is that half the soft money comes from fewer than five hundred big donors, and that most contributions come, directly or indirectly, from business. Reform is possible, they argue, by turning away from the temptation of looking at specific scandals and developing a new system that removes the influence of big money campaign contributors. Politicians distribute money to voters during campaigns in many low-income democracies. Many observers call this practice 'vote buying'. Money for Votes develops an alternative theory of electoral clientelism that emphasizes the role of monetary handouts in conveying information to voters, helping politicians enhance the credibility of their promises to deliver development resources and particularistic benefits to their constituents. Supported by interviews, experiments, and surveys in Kenya, and additional evidence from qualitative and survey data from elsewhere in Africa, the study tests the implications of this argument, and traces the consequences of electoral clientelism for voter behaviour, ethnic politics, public goods provision, and democratic accountability. Ultimately, the book suggests that the relationship of electoral clientelism to the quality of democracy is far more nuanced than our instincts might suggest.

"To discover who rules, follow the gold." This is the argument of Golden Rule, a provocative, pungent history of modern American politics. Although the role big money plays in defining political outcomes has long been obvious to ordinary Americans, most pundits and scholars have virtually dismissed this assumption. Even in light of skyrocketing campaign costs, the belief that major financial interests primarily determine who parties nominate and where they stand on the issues—that, in effect, Democrats and Republicans are merely the left and right wings of the "Property Party"—has been ignored by most political scientists. Offering evidence ranging from the nineteenth century to the 1994 mid-term elections, Golden Rule shows that voters are "right on the money." Thomas Ferguson breaks completely with traditional voter centered accounts of party politics. This paper discusses the voting majorities prescribed by the Second Amendment of the Articles for the adoption of decisions by the IMF. The IMF is an international organization in which member states do not have the same voting power. Under the original Articles of Agreement, each member had 250 basic votes and one additional vote for each part of its quota equivalent to 100,000 U.S. dollars of fixed gold value, namely, dollars of the weight and fineness in effect on July 1, 1944. The same formula will apply after the second amendment becomes effective, except that the special drawing right, as the IMF's unit of account, will be substituted expressly for the U.S. dollar of 1944.
